NEW DELHI: Tamil Nadu chief minister MK Stalin on Sunday unveiled the DMK’s Chennai-focused manifesto, setting out an ambitious roadmap to reshape the city’s infrastructure, mobility and economy ahead of the Assembly elections. Released at the Anna Arivalayam headquarters, the “Chennai Super-6” plan forms part of the party’s broader Dravidian Model 2.0 vision, with a clear focus on urban transformation.The manifesto outlines six key pillars aimed at improving quality of life in the capital, from upgraded public amenities and smarter transport to job creation and technology-led growth. Congress MP Manickam Tagore NEW DELHI: The defeat of the Constitution (One Hundred and Thirty-First Amendment) Bill in the Lok Sabha has triggered a political exchange over women’s reservation, with Congress MP Manickam Tagore on Sunday saying he was ready to give up his Virudhunagar seat for a woman candidate if 33 per cent reservation is implemented across the existing number of constituencies.In a post on X, Tagore also questioned PM Modi and Union home minister Amit Shah. “I am ready to give up the Virudhunagar seat for a Sister if 33% reservation is implemented across all 543 constituencies, as promised in the 2023 Women’s Reservation Act. But why aren’t Modi and Shah ready to give up Varanasi and Gandhinagar? Why this hesitation?””Instead, they talk about creating new seats—clearly avoiding real Social change. Women’s reservation cannot be symbolic or selective. It must be fair, immediate, and across existing constituencies not delayed through delimitation or diversion tactics. The fight is simple: genuine representation vs political convenience,” Tagore said.The Bill, which sought to implement women’s reservation along with delimitation-linked provisions, failed to secure the required two-thirds majority, receiving 298 votes in favour and 230 against.It proposed increasing the strength of the Lok Sabha from 543 to 816 seats, with 33 per cent reservation for women linked to delimitation based on the 2011 Census. Following its defeat, the government decided not to proceed with two other related bills.In his address to the nation, PM Modi criticised opposition parties for blocking the Bill, stating that they had “crushed” the dreams of women despite the government’s efforts. Kudos to astronaut Mike Fincke for this special gesture to Assam’s culture. It’s wonderful to see Bihu going global, especially after the special focus given by Adarniya Shri @narendramodi ji during #BihuBinandia,” he wrote on X along with the video.“Bihu Binandia” was a large-scale cultural performance held in Guwahati in April 2023, featuring around 10,000 performers. The event was witnessed by PM Modi. According to The Assam Tribune, the video of Fincke performing Bihu is not recent and has resurfaced online. Its circulation comes as the state currently celebrates Rongali Bihu, which marks the Assamese New Year. In the clip, Fincke is seen dancing to traditional Bihu music while wearing a gamusa, a symbolic Assamese handwoven scarf, around his neck. He is married to Renita Saikia, who is originally from Assam and also works with Nasa. The couple has three children. According to Nasa, Edward Michael “Mike” Fincke is a retired United States Air Force colonel who was selected as an astronaut in 1996. A Pennsylvania native, he travelled to the ISS for the fourth time on August 1, 2025, as pilot of the SpaceX Crew-11 mission. Kudos to astronaut Mike Fincke for this special gesture to Assam’s culture. It’s wonderful to see Bihu going global, especially after the special focus given by Adarniya Shri @narendramodi ji during #BihuBinandia,” he wrote on X along with the video.“Bihu Binandia” was a large-scale cultural performance held in Guwahati in April 2023, featuring around 10,000 performers. The event was witnessed by PM Modi. According to The Assam Tribune, the video of Fincke performing Bihu is not recent and has resurfaced online. Its circulation comes as the state currently celebrates Rongali Bihu, which marks the Assamese New Year. In the clip, Fincke is seen dancing to traditional Bihu music while wearing a gamusa, a symbolic Assamese handwoven scarf, around his neck. He is married to Renita Saikia, who is originally from Assam and also works with Nasa. The couple has three children. According to Nasa, Edward Michael “Mike” Fincke is a retired United States Air Force colonel who was selected as an astronaut in 1996. A Pennsylvania native, he travelled to the ISS for the fourth time on August 1, 2025, as pilot of the SpaceX Crew-11 mission. The court stressed that even a single avoidable death reflects a failure of the State.“The loss of even a single life to avoidable hazards like illegal parking or blackspots etc., represents a failure of the State’s protective umbrella,” the court said in its order of April 13, linking road safety directly to the Right to Life under Article 21.”The ‘Right to Life’ enshrined under Article 21 of the Constitution of India is not merely a guarantee against the unlawful taking of life, but a positive mandate upon the State to ensure a safe environment where human life is preserved and valued”, the court added.Ban on highway parking, strict enforcement orderedThe court directed that no heavy or commercial vehicle shall stop or park on any national highway carriageway or paved shoulder except at designated bays or lay-bys. Enforcement will be carried out through Advanced Traffic Management Systems (ATMS), GPS-based photographic evidence, and eChallan mechanisms.Authorities, including the ministry of road transport and highways, National Highways Authority of India, state police and transport departments have been asked to ensure compliance within 60 days. District magistrates will set up standard operating procedures for inspections and patrolling.Crackdown on illegal structures, new approvals restrictedIn a major step, the court ordered an immediate ban on construction or operation of new dhabas or commercial structures within highway right of way. Existing unauthorised structures must be removed within 60 days.It also directed that no licence or approval be granted for establishments within highway safety zones without clearance from NHAI or PWD, and all existing licences must be reviewed within 30 days.Task forces, monitoring and blackspot fixesThe bench mandated the creation of district-level highway safety task forces within 15 days, comprising officials from administration, police, NHAI and local bodies. It also called for improved surveillance, lighting of accident-prone “blackspots”, and development of truck lay-bys and emergency systems.The directions came in a suo motu case following accidents in Rajasthan and Telangana in November 2025 that killed 34 people, highlighting systemic negligence.
