US president Trump expressed willingness to speak with Venezuela’s Nicolas Maduro amidst a US military buildup in the Caribbean. He also indicated openness to US strikes within Mexico to combat drug trafficking, a move he believes would save lives. Trump has sharply increased the number of US forces in the Caribbean to target what he calls drug traffickers operating from countries such as Venezuela and Mexico. Speaking to reporters in the Oval office, Trump said, “At a certain period of time, I’ll be talking to him,” when asked if he would speak to Maduro. Asked if he would approve US strikes in Mexico, Trump said, “It’s ok with me. KOLKATA: Bengal governor C V Ananda Bose Monday led a team of security personnel and sniffer dogs in a “search operation” at Raj Bhavan following allegations by Trinamool MP Kalyan Banerjee “arms and ammunition were stacked within its premises”. Banerjee dismissed the exercise as “child’s play”.”Governor Bose led the team of personnel, comprising Kolkata police officers and central forces, the bomb squad and dog squad, to find out whether there are arms and ammunition stacked inside,” a Raj Bhavan official said. Bose, who was on a trip to north Bengal, cut that short to spearhead the operation, which started from the ground floor of Raj Bhavan around 2.15pm, an official said. “There was also deployment of personnel at Raj Bhavan Police Outpost. Officials of disaster management and civil defence departments also participated in the search,” the official added.Raj Bhavan was evacuated and members of civil society and journalists were allowed to accompany Bose during the exercise, which was “live-streamed”. Eighteen members of a family were among at least 45 Umrah pilgrims from Hyderabad charred early Monday in a bus inferno triggered by a highway collision with a fuel tanker while travelling from Mecca to Medina in Saudi Arabia. Mohammed Shoeb, the lone pilgrim to survive, escaped because he was seated beside the driver when the bus burst into flames after ramming into the tanker around 1.30am (11pm IST). Both men broke through a window and jumped. Hyderabad police commissioner V C Sajjanar said the 46 passengers were part of a 54-member group that flew from the city to Saudi Arabia on Nov 9. They were to return on Nov 23 after visiting Islam’s holiest site. “Four members of the group hired a car to travel to Medina after completing Umrah rituals. Another four stayed back in Mecca,” Sajjanar said. The victims include 22 women and 11 children. Shoeb, whose brother also travelled to Saudi Arabia for the pilgrimage but wasn’t on the bus, remains in intensive care at Saudi German Hospital with injuries to his arms and legs. “I spoke to Shoeb. Going by what he said, some passengers were asleep during the crash. He was lucky to be in the cabin with the driver,” his sibling, Mohammed Sameer, told TOI over phone. Telangana govt to send team to Saudi to coordinate relief”It is unclear if the tanker hit the vehicle while it was moving or was stationary.”Sameer and his family landed in Jeddah three days after the rest of the pilgrims and are yet to finish their Mecca rituals. Two members of each affected family would be flown to Saudi, it said. “The bodies were charred beyond recognition. DNA tests are also likely to be conducted to identify the victims,” said Azharuddin, adding a control room had been set up at Haj House (numbers 79979 59754/99129 19545) to provide more information to families of victims. The minister reaffirmed the state govt, in coordination with the foreign ministry and Saudi authorities, was making all possible efforts to provide assistance, guidance, and necessary support to the families. Police and govt officials, who are in contact with authorities in Saudi, said the Al-Makkah Travels-owned bus was about 25km short of its destination when the fatal crash occurred.Saudi authorities have started investigating the circumstances that led to the accident. In a 2023 report, the UN pointed out that Saudi had a high road fatality rate compared to other high-income countries. The Supreme Court has mandated states to demarcate tiger reserve core and buffer areas within six months and implement comprehensive conservation plans in three months. A steering committee led by chief ministers will oversee implementation, with tourism now subject to National Tiger Conservation Authority guidelines. NEW DELHI: Aiming to strengthen the existing regime for tiger protection, the Supreme Court on Monday issued a slew of directions to the states including giving a six-month deadline to demarcate and notify core and buffer areas of tiger reserves and put in place within three months comprehensive tiger conservation plans (TCPs).In one of his last of important judgments prior to retirement on Nov 23 relating to protection of environment, flora and fauna, CJI B R Gavai-led bench said a steering committee headed by the chief minister would be constituted for each tiger reserve within two months for implementation of the directions of the expert committee set up on SC’s directions by the Union ministry of environment forest and climate change.The tourism in tiger reserves, which often turned into noisy late-night parties, would now have to conform to the guidelines set by the National Tiger Conservation Authority. The expert committee recommended designating tiger reserves and corresponding eco-sensitive areas as ‘silence zones’ and phasing out night safaris and banning the stay of tourists in core areas at night. On the presence of religious sites within tiger reserves, the bench said the influx of devotees must be regulated to avoid disturbance to the wildlife. Importantly, the bench focused on improving the service condition of forest guards and personnel.Asking the ministry of environment and forest and central empowered committee to set up a special cell to give a report within a year on staffing pattern and cadre requirement in all tiger reserves, the bench said states will, based on the report, fill the posts. SC barred states from outsourcing of core patrolling roles and scientific posts and other personnel integral to management of tiger reserves.The forest staff should be permitted to retain their accommodation at a place of their choice while they are posted in remote areas. The Supreme Court has mandated states to demarcate tiger reserve core and buffer areas within six months and implement comprehensive conservation plans in three months. A steering committee led by chief ministers will oversee implementation, with tourism now subject to National Tiger Conservation Authority guidelines. NEW DELHI: Aiming to strengthen the existing regime for tiger protection, the Supreme Court on Monday issued a slew of directions to the states including giving a six-month deadline to demarcate and notify core and buffer areas of tiger reserves and put in place within three months comprehensive tiger conservation plans (TCPs).In one of his last of important judgments prior to retirement on Nov 23 relating to protection of environment, flora and fauna, CJI B R Gavai-led bench said a steering committee headed by the chief minister would be constituted for each tiger reserve within two months for implementation of the directions of the expert committee set up on SC’s directions by the Union ministry of environment forest and climate change.The tourism in tiger reserves, which often turned into noisy late-night parties, would now have to conform to the guidelines set by the National Tiger Conservation Authority. The expert committee recommended designating tiger reserves and corresponding eco-sensitive areas as ‘silence zones’ and phasing out night safaris and banning the stay of tourists in core areas at night. On the presence of religious sites within tiger reserves, the bench said the influx of devotees must be regulated to avoid disturbance to the wildlife. Importantly, the bench focused on improving the service condition of forest guards and personnel.Asking the ministry of environment and forest and central empowered committee to set up a special cell to give a report within a year on staffing pattern and cadre requirement in all tiger reserves, the bench said states will, based on the report, fill the posts. SC barred states from outsourcing of core patrolling roles and scientific posts and other personnel integral to management of tiger reserves.The forest staff should be permitted to retain their accommodation at a place of their choice while they are posted in remote areas. The Supreme Court has finally taken up a plea to lift a seven-year-old ex-parte stay on a CBI probe into tiger poaching in Jim Corbett National Park. The investigation, initially ordered by the High Court, reportedly suggested connivance of forest officials with poachers. The court granted three weeks for a response to the plea. NEW DELHI: It was an ex-parte interim stay order by Supreme Court on a CBI probe into tiger poaching in Jim Corbett National Park, but it has continued to be in force for the last seven years. On Monday, Supreme Court finally issued notice on a plea for lifting the stay to pave the way for investigations into the case. A bench of Chief Justice B R Gavai and justices K Vinod Chandran and N V Anjaria agreed to hear the plea after senior advocate Meenakshi Arora and lawyer Govid Jee brought it to the court’s notice that the stay order had been in operation for the last seven years despite the CBI’s preliminary enquiry suggesting “connivance of forest officers/officials with poachers”.Arora, appearing for environmentalist Atul Sati, told the apex court that the CBI report had suggested the involvement of the officer who got the stay order from the court. The counsel for the officer countered her plea and sought time to file a response. The court thereafter granted the lawyer three weeks’ time. CBI filed an application in 2023 for lifting the stay order passed by the apex court in 2018. On Sept 4, 2018, the HC had ordered a CBI probe into all poaching cases in the state in the past five years, to find out the “complicity, involvement or collusion” of serving forest department officials in such incidents. NEW DELHI: Former Congress MP Husain Dalwai sparked a controversy Monday by linking the Nov 10 Red Fort blast to “injustice” in Kashmir and questioning its occurrence during the Bihar elections, drawing instant condemnation from BJP as it targeted the opposition party for its “justification” of the terror act. Dalwai asked why such incidents occur during elections and demanded a probe into this, a remark that seemed to suggest that the blast was timed to coincide with the Bihar polls’ second phase of voting (Nov 11). He then went on to allege that injustice is being done in Kashmir, which will have some consequences. Filing of the contempt petition is itself an abuse of the process of law,” the bench said and directed the petitioner to deposit Rs 5,000 to SC Legal Services Authority. The court said the petitioner can move HC challenging the order of the lower court and raise grievances there but not by filing contempt proceedings against the judge. It also said that lawyers should not encourage the litigants to file such a petition. NEW DELHI: The overall unemployment rate for those in the 15 years and above age group held steady at 5.2% in Oct, but urban joblessness rate climbed to a three-month high of 7% during the month, the monthly periodic labour force survey (PLFS) showed on Monday. The survey also showed that there was a marginal decline in the rural unemployment rate from 4.6% in Sept to 4.4% in Oct.The joblessness rate among females in the 15 years and above age group dipped marginally to 5.4% in Oct from 5.5% in Sept. The drop in unemployment rate among rural females, from 4.3% in Sept to 4% in Oct, led to the dip in female unemployment rate. Male joblessness has remained stable at 5.1% in Oct compared to the previous month. A marginal dip in the rural unemployment rate among males, from 4.7% in Sept to 4.6% in Oct, was offset by a slight rise in urban male unemployment from 6% to 6.1% during the same period.The data showed the overall Labour Force Participation Rate (LFPR) reached a 6-month high of 55.4% in Oct. The LFPR has risen for four months in a row to 55.4% in Oct from 54.2% in June. The LFPR in rural areas has also increased from 56.1% in June to 57.8% in Oct, the monthly data showed.LFPR among females aged 15 years and above reached 34.2% in Oct marking the highest since May, led by an increase in LFPR among females in rural areas, according to the data. NEW DELHI: Election Commission on Monday ordered a ‘special revision’ (SR) of the electoral roll in Assam, due for assembly polls next year, with Jan 1, 2026, as the qualifying date. The SR will involve mandatory house-to-house (H2H) verification but differs from the special intensive revision (SIR) in that it will not seek documentation from any elector to prove their eligibility to vote.The state poll machinery would ensure that every eligible person who fulfils the criteria under Article 326 of the Constitution – being a citizen of India, not less than 18 years, and an ordinary resident not disqualified under any law or of unsound mind – is included in the roll.As regards ‘doubtful’ voters, or ‘D’ voters – suspected illegal immigrants from Bangladesh, classified as such by EC in 1997, who remain on the rolls but are not allowed to vote – EC said their particulars will be carried forward to the draft electoral roll without any change. “Any modification, including removal or deletion, shall be made only upon receipt of any order from the competent foreigner tribunal or an appropriate court of law,” ordered the poll panel.The pre-revision activities for the SR exercise in Assam shall begin on Tuesday, followed by actual revision from Nov 22 to Dec 20. An integrated draft electoral roll will be published on Dec 27, followed by the filing of claims and objections from Dec 27 to Jan 22, 2026. These will be disposed of by Feb 2, and the final roll will be published on Feb 10.Explaining the rationale behind not ordering a SIR in Assam, a senior EC functionary said the legal criteria to determine citizenship, including the cutoff date, is different for Assam vis-a-vis the rest of the country. Also, while a national register of citizens (NRC) was prepared for Assam in 2019, the final data is yet to be published, and Supreme Court is seized of the matter. Conducting a SIR at this juncture would have led to a conflict between SIR and NRC data. In any case, over 10,000 citizenship challenges are still pending before foreigners tribunals, the functionary said.On use of the nomenclature “special revision” and not the usual “annual or special summary revision”, the EC officer said that Section 21(3) of the Representation of the People Act, 1950, terms any roll revision by EC with a different procedure as “special” revision. EC also avoided the term “summary” revision as it signifies a non-serious exercise not necessarily covering H2H verification. “This exercise will require the mandatory three H2H visits by BLOs to get the forms signed by each elector,” said the officer.During the field verification, BLOs will be given a pre-filled register listing the existing electors. NEW DELHI: With a fight over trademark between two major whisky producers revealing that a major part of their sales is through small tetra packs in south-west India, a startled Supreme Court on Monday wondered why states are permitting such packaging of liquor.”This is very dangerous. It looks like a juice tetra pack. Imagine it falling into the hands of children? The parents and teachers won’t even suspect that tetra packs contain intoxicants,” said a concerned bench of CJI-designate Surya Kant and Justice Joymalya Bagchi.The case involved Allied Blenders, which manufactures ‘Officer’s Choice’, and John Distillers, which markets its whisky under the brand name ‘Original Choice’. Appearing for John Distillers, senior advocate Mukul Rohatgi said that both companies have more than Rs 30,000 crore of sales and that in Karnataka alone tetra packs account for 65% of the business.In an interesting turn to their business rivalry, both companies had approached the Intellectual Property Appellate Board (IPAB) seeking rectification of trademarks used by each other. By a common order, the IPAB had dismissed both petitions saying there was nothing so similar in the trademarks as to confuse consumers.However, on Nov 7, a division bench of Madras HC ordered rectification of ‘Original Choice’ trademark for its similarities with ‘Officer’s choice’. NEW DELHI: The Chandrayaan-4 lunar sample-return mission, which recently received the Centre’s approval, is likely to be launched in 2028, Isro chairman V Narayanan has said. Isro is set to launch seven more satellites, including the liftoff of a PSLV rocket made entirely by the industry in the current financial year.The Isro chief said the Chandrayaan-4 mission will be India’s most complex lunar endeavour yet. “We are targeting 2028 for Chandrayaan-4,” he said. Chandrayaan-4 is also called LUPEX (Lunar Polar Exploration Mission) and is a joint programme between Isro and Japan’s space agency Jaxa. The LUPEX project is aimed at exploring the Moon for water and other resources and gaining expertise in exploring the surface of the Moon. “Acquiring technologies needed for rovers and landers to operate in the harsh lunar environment is very important for pursuing space exploration,” said Jaxa.Narayanan said Prime Minister Narendra Modi has directed Isro to work towards sending Indian astronauts to the lunar surface and bringing them back safely by 2040. India’s planning for a manned lunar mission comes against the backdrop of the US gearing up to send crewed missions to the Moon under the Artemis programme, most probably next year, and China setting a 2030 target for its first crewed landing on the Moon.On the Gaganyaan mission, Narayanan said only the timeframe for uncrewed missions has been shifted, and there is no change in the manned mission schedule. “The uncrewed mission was targeted for 2025. The crewed mission was always planned for 2027, and we are holding on to that date,” he said.Narayanan said Isro has also begun work on Bharatiya Antariksha Station, targeted for completion by 2035. “The first of the five modules will be placed in orbit by 2028,” he said. Isro is set to launch seven more satellites, including the liftoff of a PSLV rocket made entirely by the industry in the current financial year.The Isro chief said the Chandrayaan-4 mission will be India’s most complex lunar endeavour yet. “We are targeting 2028 for Chandrayaan-4,” he said. Chandrayaan-4 is also called LUPEX (Lunar Polar Exploration Mission) and is a joint programme between Isro and Japan’s space agency Jaxa. The LUPEX project is aimed at exploring the Moon for water and other resources and gaining expertise in exploring the surface of the Moon. “Acquiring technologies needed for rovers and landers to operate in the harsh lunar environment is very important for pursuing space exploration,” said Jaxa.Narayanan said Prime Minister Narendra Modi has directed Isro to work towards sending Indian astronauts to the lunar surface and bringing them back safely by 2040. India’s planning for a manned lunar mission comes against the backdrop of the US gearing up to send crewed missions to the Moon under the Artemis programme, most probably next year, and China setting a 2030 target for its first crewed landing on the Moon.On the Gaganyaan mission, Narayanan said only the timeframe for uncrewed missions has been shifted, and there is no change in the manned mission schedule. “The uncrewed mission was targeted for 2025. The crewed mission was always planned for 2027, and we are holding on to that date,” he said.Narayanan said Isro has also begun work on Bharatiya Antariksha Station, targeted for completion by 2035. “The first of the five modules will be placed in orbit by 2028,” he said. SRINAGAR: The National Investigation Agency (NIA) announced Monday the arrest of a Kashmiri college student from Srinagar linked to Delhi suicide bomber Dr Umar Un Nabi, hours after the suspect’s father died in hospital of burns suffered in a purported immolation attempt outside their home in Anantnag district’s Qazigund.Jasir Bilal Wani, aka Danish, had been detained four days ago for interrogation along with his paternal uncle Nabeel Wani, a physics teacher.The family said Jasir’s father Bilal Ahmad Wani, 55, was summoned by police last Saturday and he returned home “distressed”. The next morning, Bilal walked out of his house in the Wanpora neighbourhood of Qazigund and set himself ablaze, resulting in severe burns. The dry fruits trader died at Srinagar’s SMHS Hospital early Monday.NIA issued a statement confirming that Jasir’s interrogation over the past few days yielded clues to the Delhi blast, including what the agency said was his “active involvement” in the car blast that killed 14 people and wounded over 30 people.”Investigations have revealed that Jasir allegedly provided technical support for terror attacks by modifying drones and attempting to make rockets ahead of the deadly car bomb blast,” NIA said. “The accused was a co-conspirator who worked closely with the terrorist, Umar Un Nabi, to plan the terror carnage. Once they arrived, many were reportedly kidnapped for ransom.”The attention of Government has been drawn to several incidents of Indian nationals being lured to Iran on false promises of employment or with assurances of onward transit to third countries. Instead of proceeding to Australia, Mathur and Rathi were abducted in Chabahar and held by a gang.In a separate case, a young man from Amritsar, who had hoped to move to the United Kingdom, reportedly fell victim to an international visa scam and was held hostage in Iran. The kidnappers demanded a ransom of Rs 50 lakh for his release.
