AI image NEW DELHI: India has inked a joint venture cooperation agreement with France to domestically produce the ‘Hammer’ smart precision guided air-to-ground weapons, which were used in the cross-border hostilities with Pakistan under Operation Sindoor in May.The JV agreement for the Hammer weapons, which are designed to destroy bunkers and hardened shelters at ranges of around 70 km, was inked between defence PSU Bharat Electronics (BEL) and Safran Electronics and Defence (SED)While the French-origin Rafale fighters are already armed with the Hammer munitions, indigenous Tejas jets are now also being equipped with the weapons. “Hammer is a combat-proven, precision-guided wea-pon system known for its high accuracy and modular design, making it adaptable for multiple platforms,” an official said. Ayodhya temple is decked up on the eve of the flag-hoisting event AYODHYA: PM Narendra Modi will ceremonially hoist a saffron flag atop Ram temple in Ayodhya to mark its formal completion Tuesday, twenty-two months after he presided over the consecration ceremony of the Ram Lalla idol.The right-angled flag, measuring 10 feet in height and 20 feet in length, depicts a radiant Sun with ‘Om’ inscribed on it along with the image of Kovidara tree. “The programme will take place on the auspicious Panchami date of Shukla Paksha in the month of Margashirsha, coinciding with Abhijit Muhurat of Shri Ram and Maa Sita’s Vivah Panchami, a day symbolising divine union,” the PM office said in a release.PM Modi will visit Saptmandir, housing temples dedicated to Maharshi Vashishtha, Maharshi Vishwamitra, Maharshi Agastya, Maharshi Valmiki, Devi Ahilya, Nishadraj Guha, and Mata Shabari, the PMO release added. NEW DELHI: An Indian was detained for nearly 18 hours by Chinese immigration authorities at Shanghai’s Pudong International Airport on Nov 21, after officials allegedly refused to recognise her Indian passport because her birthplace was listed as Arunachal Pradesh.Pema Wang Thongdok, who was travelling from London to Japan with a transit stop in Shanghai, stated that immigration officers declared her passport “invalid”, insisting that Arunachal Pradesh was “part of China” and therefore could not appear as a birthplace on an Indian document.In a series of posts on X, Thongdok said officials seized her passport, blocked her from boarding her onward flight despite holding a valid Japanese visa, denied her access to food and other basic facilities, and repeatedly mocked her, telling her she should apply for a Chinese passport. She alleged China Eastern Airlines staff also forced her to buy a fresh ticket before returning her passport. Thongdok said she contacted the Indian consulate in Shanghai through a friend in the UK, and consular intervention eventually allowed her to exit the airport late that night and continue her journey.Calling the incident a direct affront to India’s sovereignty, she urged that protections be put in place for citizens from Arunachal.India lodged a strong protest with China both here and in Beijing, saying that at a time when both sides were working on restoring normalcy in ties, such actions introduced unnecessary obstructions to the process.The Indian consulate in Shanghai also took up the matter locally. “It was stressed that the passenger had been detained on ludicrous grounds. Arunachal Pradesh is indisputably Indian territory and its residents are perfectly entitled to hold and travel with Indian passports,” said a source.Govt sources also said that the actions of the Chinese authorities were in contravention of the Chicago and Montreal Conventions relating to civil aviation that establish basic rules for international air travel.In a social media post, Congress wrote: “This kind of treatment cannot be tolerated with any Indian. The Modi govt should lodge a strong objection with China on this matter. Modi ji, this is the right time to show China your ‘red eyes’ and respond.”Earlier this year, China released a list of names for 27 places in Arunachal. Ladakh Autonomous Hill Development Council–Kargil chairman Dr Muhammad Jaffar Akhoon (File pic taken from X) SRINAGAR: Ladakh Autonomous Hill Development Council–Kargil chairman Dr Muhammad Jaffar Akhoon alleged Monday that LG Kavinder Gupta is sidelining the district in development planning and demanded a white paper on all works undertaken in Ladakh since its 2019 transition to Union territory status after Article 370’s abrogation. It marks a rare public charge by an elected body in Ladakh against the LG.Akhoon said Kargil’s health infrastructure has faced “systemic neglect” for decades. “We were sanctioned a 100-bed hospital in 1979. Since then, we have been running it as a 200-bed hospital with staff strength of a 100-bed facility,” he said, adding the district has sought an AIIMS for years without progress. Winter deployment of civilians and the armed forces pushes the hospital to capacity, he said, adding Kargil needs a full-fledged 300-bed facility capable of handling a high load of emergencies, including cardiac cases.He contrasted this with Leh, which has been sanctioned a medical college set to begin MBBS admissions next year and already has a 300-bed hospital alongside a major Army-run medical facility. He said Kargil lacks an airport, forcing civilians and Army personnel to travel through Srinagar or Leh for flights. While Leh remains connected by several daily services, Kargil is cut off through winter.Akhoon said he recently met Gupta, who allegedly agreed Kargil has faced discrimination “but it doesn’t reflect anywhere”. He added: “The LG is LG of the entire UT of Ladakh. He should treat every region equally.” Gupta was not available for comments.LAHDC-Kargil is currently the only elected body functioning in Ladakh. LAHDC-Leh completed its five-year term on Oct 30, but govt has yet to announce new polls. The chief minister assured that all the demands would be examined seriously and appropriate action would be taken.Addressing a massive public gathering, Dhami said that under the leadership of Prime Minister Narendra Modi, the state government is taking “several historic and decisive steps”.He emphasised that the “strictest anti-cheating law” in the country has been implemented in Uttarakhand. The CM added that in the past 4.5 years, “more than 26,000 youth have been selected for government jobs with complete transparency and integrity. “These jobs have been awarded purely on the basis of merit and talent,” he said.He further stated that the government has imposed strict restrictions on activities such as “land jihad, “spitting jihad”, “love jihad”, and forced religious conversions. “The state government is committed to safeguarding the demography and cultural values of Uttarakhand”.The chief minister noted that just as the grand temple of Lord Shri Ram in Ayodhya was established after 500 years, and the Mahakal Corridor in Ujjain was completed, similarly, “extensive efforts are underway in Uttarakhand for cultural rejuvenation”.He informed that a special master plan worth Rs 120 crore is being prepared for the region’s famous Hanol Temple, aimed at the preservation and development of this spiritual and historical site.Chief Minister Dhami said that the affection and warm welcome received from the people of Lakhamandal were “deeply emotional for him.”He expressed heartfelt gratitude to the public and reiterated that the state government is continuously committed to the “all-round development” of Uttarakhand. A six-year-old boy suffered horrific injuries, including a severed ear, after being mauled by a neighbor’s pitbull in Delhi’s Prem Nagar. Image: AP A child screaming while clutching his bleeding head, and a man picking up his severed ear off the street — these horrific scenes played out in northwest Delhi’s Prem Nagar area, where a six-year-old boy was mauled by a pitbull on Sunday. For the boy, the Sunday afternoon began like any other — playing catch with his elder brother in the crammed lanes outside his house in Prem Nagar, until a missed catch unleased a nightmare. The CCTV camera in the area captured the brutality of the incident as it unfolded — the boy innocently chasing the ball when the neighbour’s pet pitbull lunged at him, sinking its teeth into his head and tearing off his ear. The boy had to be pulled from the canine’s jaws by two people. “A case has been registered under sections 291 (negligent conduct with respect to animals) and 125(b) (rash or negligent act endangering life and safety of others) of the Bharatiya Nyaya Sanhita in this connection, and the dog’s owner, Rajesh Pal, has been arrested,” a senior police officer said. Expressing distress over the incident, Kameshwar Rai, the victim’s grandfather told PTI, “Yesterday around 3 pm, my grandson was playing, and he missed a throw and the ball went rolling towards the house where the dog was tied; then everything happened in a flash.” Claiming that the neighbour’s dog suddenly broke free from the owner’s hands and attacked the child, Rai alleged the dog’s owner could not control it. He said the attack was so severe that it has caused eight to ten deep bite marks on the back of his grandson’s head, and his entire right ear has been torn off. “His teeth are broken, and his face is badly injured. Thankfully, he is at least conscious and able to talk. Two boys from the lane managed to rescue him by pulling the dog away,” he said. He also said the same dog had previously attacked four other children in the area and bit them. “We complained to the police and asked that the dog be taken away for everyone’s safety, but no concrete action has been taken so far,” Rai alleged. A witness to the incident, Satish Kumar, said the incident happened around 3.15 pm. “I was sitting in my shop when I suddenly saw a dog running. The dog grabbed the child by the face, and the boy was in serious pain. Another man who was nearby helped me; together we tried to pull the dog away. I held the dog by its limbs, and finally it let go,” he said. He added that the child was in a state of serious pain and confusion and when the residents finally managed to rescue the child, he started running, bleeding heavily from where his ear was. “His ear had been completely torn off. The child was panic-stricken and running to save himself, and I was running behind him with his severed ear in my hand because I was worried he might lose it completely. Thankfully that didn’t happen,” he said. Claiming that another young girl was also attacked by the same dog, he said, “She was only saved because she managed to rush into the basement of the house behind us. Otherwise, she too would have been bitten. Strict action needs to be taken in this regard,” he added. A PCR call was received at Prem Nagar police station at 5.38 pm reporting that a child had been severely injured by a pitbull and had been taken to the hospital by his parents, the police officer said. “Preliminary inquiry revealed that the boy was playing outside his house in Vinay Enclave, when the pitbull suddenly came out from a neighbour’s residence and attacked him. The dog belongs to Rajesh Pal (50), a tailor by profession,” he said. The child sustained grievous injuries in the attack, and his right ear was bitten off by the dog, he added. “With assistance from neighbours, the boy was rescued and rushed to BSA Hospital in Rohini. The victim was later shifted to the Safdarjung Hospital, where he is currently undergoing treatment,” the officer said. He said, according to preliminary inquiry, the dog had been brought home around one-and-a-half years ago by Rajesh Pal’s son, Sachin Pal, who is presently lodged in jail in connection with an attempt-to-murder case. Police said a team has collected the child’s hospital records and taken the statement of the victim’s father, Dinesh (32), who works at a private factory in Kirti Nagar. Image: AP A child screaming while clutching his bleeding head, and a man picking up his severed ear off the street — these horrific scenes played out in northwest Delhi’s Prem Nagar area, where a six-year-old boy was mauled by a pitbull on Sunday. For the boy, the Sunday afternoon began like any other — playing catch with his elder brother in the crammed lanes outside his house in Prem Nagar, until a missed catch unleased a nightmare. The CCTV camera in the area captured the brutality of the incident as it unfolded — the boy innocently chasing the ball when the neighbour’s pet pitbull lunged at him, sinking its teeth into his head and tearing off his ear. The boy had to be pulled from the canine’s jaws by two people. “A case has been registered under sections 291 (negligent conduct with respect to animals) and 125(b) (rash or negligent act endangering life and safety of others) of the Bharatiya Nyaya Sanhita in this connection, and the dog’s owner, Rajesh Pal, has been arrested,” a senior police officer said. Expressing distress over the incident, Kameshwar Rai, the victim’s grandfather told PTI, “Yesterday around 3 pm, my grandson was playing, and he missed a throw and the ball went rolling towards the house where the dog was tied; then everything happened in a flash.” Claiming that the neighbour’s dog suddenly broke free from the owner’s hands and attacked the child, Rai alleged the dog’s owner could not control it. He said the attack was so severe that it has caused eight to ten deep bite marks on the back of his grandson’s head, and his entire right ear has been torn off. “His teeth are broken, and his face is badly injured. Thankfully, he is at least conscious and able to talk. Two boys from the lane managed to rescue him by pulling the dog away,” he said. He also said the same dog had previously attacked four other children in the area and bit them. “We complained to the police and asked that the dog be taken away for everyone’s safety, but no concrete action has been taken so far,” Rai alleged. A witness to the incident, Satish Kumar, said the incident happened around 3.15 pm. “I was sitting in my shop when I suddenly saw a dog running. The dog grabbed the child by the face, and the boy was in serious pain. Another man who was nearby helped me; together we tried to pull the dog away. I held the dog by its limbs, and finally it let go,” he said. He added that the child was in a state of serious pain and confusion and when the residents finally managed to rescue the child, he started running, bleeding heavily from where his ear was. “His ear had been completely torn off. The child was panic-stricken and running to save himself, and I was running behind him with his severed ear in my hand because I was worried he might lose it completely. Thankfully that didn’t happen,” he said. Claiming that another young girl was also attacked by the same dog, he said, “She was only saved because she managed to rush into the basement of the house behind us. Otherwise, she too would have been bitten. Strict action needs to be taken in this regard,” he added. A PCR call was received at Prem Nagar police station at 5.38 pm reporting that a child had been severely injured by a pitbull and had been taken to the hospital by his parents, the police officer said. “Preliminary inquiry revealed that the boy was playing outside his house in Vinay Enclave, when the pitbull suddenly came out from a neighbour’s residence and attacked him. The dog belongs to Rajesh Pal (50), a tailor by profession,” he said. The child sustained grievous injuries in the attack, and his right ear was bitten off by the dog, he added. “With assistance from neighbours, the boy was rescued and rushed to BSA Hospital in Rohini. The victim was later shifted to the Safdarjung Hospital, where he is currently undergoing treatment,” the officer said. He said, according to preliminary inquiry, the dog had been brought home around one-and-a-half years ago by Rajesh Pal’s son, Sachin Pal, who is presently lodged in jail in connection with an attempt-to-murder case. Police said a team has collected the child’s hospital records and taken the statement of the victim’s father, Dinesh (32), who works at a private factory in Kirti Nagar. NEW DELHI: As booth level officers protested over the work-related stress due to the ongoing special intensive revision of electoral rolls in Kolkata, West Bengal chief election officer Manoj Kumar Agarwal on Monday said that poll body has asked the district magistrates to “assist the BLOs.”During a press conference, Agarwal was questioned over the alleged “work-related stress” which the BLOs are facing amid the ongoing voter roll purification drive. The CEO said that the poll body has asked the DMs of four districts to postmortem reports of the BLOs who died during the SIR exercise.”We are receiving complaints that BLOs are under pressure and some are falling ill. We have asked the District Magistrates (DMs) to assist them. There are also reports that some BLOs have died. We have asked the DMs of four districts to send the police and PM (postmortem) reports,” Agarwal said.”We will receive their reports in a day or two; only after that will we be able to take action, and on that basis, we will be able to inform the Election Commission of India that the BLOs died on duty due to SIR,” he added.Agarwal, however, steered clear from commenting on the political aspects of the controversy and said, “Definitely the work of the BLO is very hard. Because they have to go to each and every place. They have to collect the forms, give the forms, and digitise the forms. It is not an easy task. NEW DELHI: Amid rising air pollution, the Delhi government on Monday issued an advisory for it’s employees, private offices to operate with 50 per cent on-site staff, with the remainder continuing to work from home. The step follows directions from the Commission for Air Quality Management and aims to limit exposure while reducing vehicular emissions in the capital, reported AIR.Delhi Air Pollution Protest At India Gate Turns Violent Amid ‘Madvi Hidma Amar Rahe’ SlogansDelhi environment minister Manjinder Singh Sirsa said, “Under GRAP III, the government is proactively implementing pollution control measures with intensified focus on public health and air quality protection.”He added that staggered office timings have already been mandated for all government offices, including those under the Municipal Corporation of Delhi (MCD), until February 2026. MCD offices will operate from 8:30AM to 5:00PM, while Delhi government offices will function from 10:00 AM to 6:30 PM.For Government Offices under GNCTD – all administrative secretaries and heads of departments shall attend office regularly with not more than 50 per cent staff strength physically present in office. The remaining 50 per cent staff shall work from home, provided that the administrative secretaries and heads of departments can call officers/officials to office, as required to ensure uninterrupted delivery of essential and emergency public services. For Private Offices functioning within NCT of Delhi – all private offices functioning within NCT of Delhi shall operate with not more than 50 per cent staff physically attending the workplace. The remaining staff shall mandatorily work from home.Over 2,000 enforcement personnel from multiple agencies are deployed to ensure compliance with pollution control protocols, Sirsa said. The arrested accused were identified as Sandeep (24), a resident of Harita village, and Mukul (26), of Mahaveer colony. They were reportedly among the batch of Indians who were among the repatriates rescued from cyber slavery in Myanmar on November 10. Police said the action against the duo was initiated after a complaint was lodged by a person whose brother was also among the individuals who returned to India from Myanmar. According to the complainant, the accused lured his brother with the promise of a job in Thailand. They sent his brother to Thailand, and then he was taken to Myanmar to commit cyber fraud. When the complainant’s brother refused to do the criminal activity, he was threatened with death. The accused also allegedly duped him of Rs 4 lakh. Following the complaint, an FIR was registered at the cybercrime police station, Manesar, on November 20, and both the accused were arrested in Hisar on Saturday. During questioning, Sandeep revealed that he travelled to Myanmar in December 2024 and Mukul in June 2025, where they met Chinese individuals and began engaging in cyber fraud. According to police, they both earned commission for recruiting youth from India by luring them with the promise of getting them jobs in Thailand. Sandeep would take them illegally from Thailand to Myanmar, then, after taking them there, he would push them into cyber fraud operations run by people of Chinese origin, a senior investigating officer said. “In return for this fraud, the accused used to receive a huge commission from their Chinese origin associates. An Indian national from Arunachal Pradesh faced an 18-hour ordeal at Shanghai Pudong Airport, with Chinese immigration officials deeming her passport invalid due to her birthplace. Prema Wangjom Thongdok, a UK resident, was allegedly told Arunachal is not part of India. The Indian embassy intervened, resolving the issue. NEW DELHI: An Indian citizen from Arunachal Pradesh was held for over 18 hours in Shanghai airport after Chinese officials declared her Indian passport invalid.Prema Wangjom Thongdok, said she is an Indian citizen living in the UK for about 14 years. The ordeal occurred while she was traveling from London’s Gatwick to Janan via a transit in Shanghai.Describing her harrowing experience she told ANI, “I had basically crossed e-gates, standing in the queue for my next flight, and then one of the officials from the Chinese immigration came over and singled me out of the queue. I asked her what was happening, she didn’t say much, just asked me to follow her. And she went on to say, ‘Arunachal- not India, China-China, your visa is not acceptable. Your passport is invalid.’She further went on to narrate the alleged misbehavior of the officials at the airport, accusing them of “mocking” and “laughing” at her.“When I tried to question them, they said, ‘Arunachal is not part of India’ and started mocking and laughing, saying things like ‘you should apply for the Chinese passport, you’re Chinese, you’re not Indian.’”She added that she had transited through Shanghai previously without issue and described the experience as humiliating, with airport and airline staff allegedly laughing and pointing at her passport. NEW DELHI: The Election Commission on Monday took cognisance after an audio recording of a Booth Level Officer surfaced on social media, in which he expressed work-related stress amid the ongoing Special Intensive Revision of the electoral roll in Kerala.Kerala Chief Electoral Officer Rathan Kelkar and District Collector Chethan Kumar Meena held a video conference with the BLO, Antony Varghese, to address his grievances.”An audio message has been circulated on social media recently, in which a Booth Level Officer (BLO) expressed work-related stress arising from duties connected to the Special Intensive Revision (SIR) of Electoral Rolls,” a press release from the district collector (election) read.”Taking immediate cognisance of the matter, Chief Electoral Officer Shri Rathan Kelkar and District Collector Shri Chethan Kumar Meena jointly held a video conference with Shri Antony Varghese, BLO of Booth No. 110 under Poonjar LAC, to address his grievances. During the interaction, Shri Antony Varghese conveyed his willingness to continue his duties as BLO. Nevertheless, he was offered the option to discontinue his SIR responsibilities if he so desired. The Chief Electoral Officer assured that all necessary support would be extended to him to ensure the smooth discharge of his duties,” it added.This comes as several BLOs have either committed suicide or died unnaturally amid the ongoing SIR of electoral rolls in 12 states across India, including Kerala, West Bengal and Madhya Pradesh.Meanwhile, booth-level officers scuffled with police personnel on Monday while trying to enter the CEO’s office in Kolkata during a demonstration to protest against alleged excessive work pressure.According to a senior official, members of the BLO Adhikar Raksha Committee took out a procession from College Square in north Kolkata, carrying locks and fetters to symbolically close the main entrance of the building in which the office of the Chief Electoral Officer (CEO) is housed.The protesting BLOs raised slogans against the Election Commission, alleging that they were forced to hold the procession as the “poll panel did not respond to their complaints of intense and inhuman work pressure during the SIR exercise.””BLOs have been directed to complete tasks within a short period, though the same work usually takes more than two years,” a functionary claimed.The committee also alleged that BLOs were falling sick and that two of them died by suicide due to stress.Meanwhile, the TMC also attacked the Election Commission for conducting the exercise in a “rushed, haphazard and opaque manner.”TMC MP Saket Gokhale urged the poll body to protect the booth-level officers, safeguard the rights of voters, and be transparent about the Special Intensive Revision process.”Is cruelty essential for doing SIR? Across Bengal and the rest of India, BLOs tasked with SIR are dying of exhaustion or by suicide. A process that should be given a few months is being hastily done in 30 days,” Gokhale said.”We’ve been clear: we have no problem with the purpose of SIR, which is to clean up the voter list. We are, however, strongly opposed to the rushed, haphazard and opaque manner in which it is being done in Bengal,” he said.”SIR duty should not be a death sentence for BLOs,” he said, adding, “SIR should not become a pretext for deleting legitimate voters.”Gokhale pointed out that the SIR was not done in Delhi, Haryana and Maharashtra, the three states that went to polls after the 2024 Lok Sabha elections.”Why then is the ECI rushing to do it within 30 days in Bengal?” he asked.He said the BLOs should be allowed to work without stress, and people should be given enough time to understand the process and locate their documents.”If the ECI is genuinely independent, it should protect BLOs, safeguard the rights of voters, and be transparent about the SIR process,” he said.”But the actions of the ECI in Bengal show that ‘cleaning the voter list’ is just a facade. NEW DELHI: Bharatiya Janata Party on Monday said that the “pollution of Marx and Mao” is denser in the brains of the agitators after slogans condemning Naxal commander Hidma’s encounter were raised during a protest over rising air pollution levels in Delhi.During a press conference, BJP leader Sudhanshu Trivedi said that the “real face” of protestors was out soon as they started raising slogans in support of a slain Naxal commander.”Some people reached India Gate with a mask on their faces that they are there to protest against the pollution. The masks were off as soon as they reached there, and the real face was out, and they started raising slogans in support of a slain Naxal commander,” the BJP leader said.He also latched on the incident to target Congress and claimed that the party “dreams” of coming to power with the support of the extremists.”The PM has said that the Congress has become the Muslim League-Maoist. But the protesters were holding posters of Maoist commander Madvi Hidma. When they tried to block the road, the police tried to remove them, but they sprayed pepper spray on the police personnel and tried to attack them. The police are now taking legal action against them,” ANI quoted Delhi Police saying.Hidma, a CPI(M) central committee member and the secretary of the Dandakaranya Special Zonal Committee, was killed on November 18 along with his wife, Rajje, and four other Maoists in the Maredumilli forests of Andhra Pradesh’s Alluri Sitarama Raju district. Security forces had said the group initiated firing during a cordon-and-search operation, sparking an extended encounter.Meanwhile, Delhi Police also arrested 15 activist on charges of obstructing its personnel and assaulting them, besides blocking the road during the protest.Patiala House Court remanded 5 accused in 2 days’ judicial custody. The court has asked the police to file a copy of the videos in the court. West Bengal Chief Minister Mamata Banerjee has expressed alarm to the Election Commission over two “disturbing” developments concerning the state’s election machinery. She questioned the outsourcing of data entry work by the Chief Electoral Officer and the proposal to set up polling booths in private housing complexes, citing concerns about fairness and potential political influence. NEW DELHI: West Bengal chief minister Mamata Banerjee on Monday wrote to chief election commissioner Gyanesh Kumar, raising concern over what she described as two “disturbing yet urgent developments” connected to the upcoming elections in the state. She questioned a centralised Request for Proposal issued by the chief electoral officer (CEO) for outsourcing data personnel and objected to a proposal to set up polling stations inside private residential complexes. In the letter, Banerjee said, “I am constrained to write to you regarding two disturbing yet urgent developments that have been brought to my notice, and which, in my view, warrant your immediate intervention.” Her first objection relates to what she called a “questionable RfP issued by CEO, West Bengal”. “It has recently come to light that the CEO, West Bengal, has directed District Election Officers (DEOs) not to engage contractual data entry operators and Bangla Sahyata Kendra (BSK) staff for SIR-related or other – `election-related data work. Simultaneously, the CEO’s office has floated a Request for Proposal (RfP) for hiring 1,000 Data Entry Operators and 50 Software Developers for a period of one year. This raises serious concerns.” She argued that district offices already have enough qualified staff and are empowered to make their own arrangements. “When district offices already have a substantial number of competent professionals performing such functions, what necessitates the CEO’s initiative to outsource the same work through an external agency for a full year? Traditionally, field offices have always hired their own contractual data entry personnel as per requirement. If there is an urgent need, DEOs are fully empowered to undertake such hiring themselves. Why, then, is the CEO’s office assuming this role on behalf of field offices? What substantive difference is expected in the service conditions or contractual obligations between those already engaged and those to be hired through the proposed agency? Is this exercise being undertaken at the behest of a political party to serve vested interests? The timing and manner of this RfP certainly raise legitimate doubts.” On the second issue, Banerjee registered strong opposition to the idea of establishing polling stations inside private housing complexes. “It has further been brought to my attention that the Election Commission is considering setting up polling stations within private residential complexes, and DEOs have been asked to provide recommendations. This proposal is deeply problematic. Polling stations have always been-and must remain-located in government or semi-government institutions, preferably within a 2 km radius, to ensure accessibility and neutrality. Private buildings are typically avoided for clear reasons: they compromise faimess, violate established norms, and create discriminatory distinctions between privileged residents and the general public- the haves and have-nots. Why is such a move being contemplated at all? Again, is this being done under pressure’from a political party to advance their partisan. interests? Why? Why? Why?” Calling the implications far-reaching, she warned, “The implications of such a decision would have severe impact on the fairness of the electoral process.” Banerjee concluded by appealing for immediate action. “I urge you to examine these issues with utmost seriousness, impartiality, and transparency. NEW DELHI: The Delhi High Court on Monday sought responses from the Centre, CBI and ED on a plea by alleged middleman Christian Michel James, an accused in the Rs 3,600-crore AgustaWestland VVIP chopper scam case, challenging a provision of the India-UAE extradition treaty.A bench of Justices Vivek Chaudhary and Manoj Jain asked the home ministry, external affairs ministry, the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED) to file their objections regarding maintainability of Michel’s petition.The high court listed the matter for next hearing on April 9, 2026.In his petition, Michel has challenged Article 17 of the treaty, signed in 1999, which allows the requesting state (in this case India) to prosecute extradited persons not only for the specific offence for which extradition was done, but also for connected offences.The lawyer for Michel, who was extradited from Dubai in December 2018 under this treaty, argued that an extradited person can be prosecuted only for the offences for which the extradition took place, and not for connected offences.After his extradition, Michel was arrested by the CBI and the ED.Michel also challenged a trial court’s order dated August 7, which rejected his application under Section 436A of the Code of Criminal Procedure (CrPC) seeking to release him from jail.The lawyer said Michel will complete seven years in jail on December 4, 2025, and he has not been released from prison even once.He said the investigation in the case has been going on for the last 13 years and it has still not been completed.Michel has already completed the maximum sentence possible for the offences, that is seven years, for which he was extradited and that his continued detention in India was illegal, his lawyer said.Michel is among the three alleged middlemen being probed in the case. In a post on X, he said he is “leaving for the Kingdom of Bhutan to lead the ‘Delegation for the Return of Sacred Relics of Lord Buddha’ (Enshrined at the National Museum, in New Delhi), which was brought to Bhutan for public exposition.”The relics, enshrined at the National Museum in New Delhi, were sent to Bhutan for exhibition from November 8 to 18, highlighting the deep spiritual and cultural ties between the two neighbours.
