Representative image (AI)  NEW DELHI: The global greenhouse gas (GHG) emission increased by 2.3% in 2024, compared to the previous year, to reach a record high of 57.7 gigatons of CO2 equivalent, with India reporting the highest absolute increase in emissions followed by China, Russia, Indonesia and the US, showed a UN report released on Tuesday. It warned the world is “heading for a serious escalation of climate risks and damages”.It said that the global average temperature is projected to rise 2.3-2.5 degree Celsius by the end of the century above pre-industrial levels (1850-1900) even if the climate actions are fully implemented under the new mitigation goals of the countries amid rising carbon emissions. It means the new climate pledges are completely off target and fall short on the warming limit goal.The absolute increase in emissions excludes the emission caused by change in land use and forest cover due uncertainties in estimates of net emission from such factors. It primarily calculates emissions of fossil CO2, methane, nitrous oxide and fluorinated gases.Currently, the six largest emitters in terms of total GHG emissions are China, the US, India, EU, Russia and Indonesia. The report noted that among the big emitters, the European Union was the only one to decrease emissions in 2024.“The 2.3% increase in total GHG emissions (globally in 2024) from 2023 levels is high compared with the 2022–2023 increase of 1.6%. It is more than four times higher than the annual average growth rate in the 2010s (0.6% per year), and comparable to the emissions growth in the 2000s (on average 2.2% per year),” said the report.In terms of growth rate, Indonesia showed the highest increase (4.6%) followed by India (3.6%). Emissions growth in China (0.5% in 2024) was lower than the previous year.The report underlined that the contributions by current, per capita and historic emissions differ across the high emitters and world regions. Per capita GHG emissions are above the world average of 6.4 tons of CO2 equivalent (tCO2e) in the US, Russia, China and EU, and remain significantly below it in Indonesia and India.Flagging how the growing emission and the countries’ low mitigation targets put the Paris Agreement threshold of 1.5 degree C of warming at risk in the short-term (within the next decade), the report – UNEP Emissions Gap Report 2025 – noted that the rise will go up to 2.8 degree Celsius in the business-as-usual scenario under the ongoing policies.Though the current projected rise of 2.3-2.5 degree C is an improvement over the previous year’s projection of 2.6-2.8 degree C rise, the report noted that the updated pledges are not adequate to get the desired result of keeping the global warming either within 1.5 degree C or 2 degree C. Since the adoption of the Paris Agreement 10 years ago, temperature rise predictions have, however, fallen from 3-3.5 degree C — a clear sign that the world can keep it further down with more ambitious emission reduction targets.The report said that the reductions to annual emissions of 35% and 55%, compared with 2019 levels, are needed by 2035 to align with the Paris Agreement 2 degree C and 1.5 degree C pathways, respectively.“While national climate plans have delivered some progress, it is nowhere near fast enough, which is why we still need unprecedented emissions cuts in an increasingly tight window, with an increasingly challenging geopolitical backdrop,” said Inger Andersen, executive director, UNEP.The report comes as a warning signal to governments ahead of the UN climate conference (COP30), scheduled to be held in Belem, Brazil during Nov 10-21.Despite the Paris Agreement requirement to submit new climate action targets – called Nationally Determined Contributions (NDCs) – by February, only 64 countries covering 63% of global GHG emissions had submitted or announced new NDCs by the cut-off date of Sept 30. I am sure you people will reject Osama just as you had defeated his mother in Lok Sabha polls,” Sarma said, referring to Hina Shahab, widow of Mohammad Shahabuddin, who had contested the parliamentary election as an Independent.Osama Shahab, 31, is contesting from Raghunathpur on a Rashtriya Janata Dal ticket, making his political debut from what is considered his father’s stronghold. The Janata Dal (United) has fielded Vikash Kumar Singh from the seat, while Prashant Kishor’s Jan Suraaj has nominated Rahul Kirti. Osama faces several criminal cases, mostly under the Arms Act, 1959.Continuing his attack, Sarma also touched on issues from his home state, saying that as Assam’s chief minister he had worked to “free 50,000 acres of land from infiltrators” and stopped government funding for madrasa teachers. “The infiltrators also pose a threat to our womenfolk. The Congress had been footing the bill for the salaries of teachers at Madrasas. I put an end to it, making it clear the government is supposed to train doctors and engineers, and not mullahs,” he said.He further claimed he would soon bring a law in Assam to punish men marrying multiple times. “Later this month, I am also going to bring a law that would send to jail those who marry three to four times. I am going to shut down this shop,” he told the gathering.Appealing for support to the NDA, Sarma urged voters to back CM Nitish Kumar and reject the “Tejashwi-Osama duo.” He said, “Awakened Hindus defeated the legacy of Babur and Aurangzeb in Ayodhya, where a temple of Lord Ram stands. Air India is dispatching a special relief flight to Ulaanbaatar to bring back 228 passengers stranded after their San Francisco-Delhi flight diverted due to a technical issue. This comes after the airline’s San Francisco–Delhi flight was diverted on Monday due to a technical issue.The airline said the special relief flight, numbered AI183, will depart from Delhi on Tuesday afternoon and return with the affected passengers on Wednesday morning. The flight will be operated using a Boeing 787 Dreamliner aircraft.The diversion occurred after pilots on flight AI174, operating from San Francisco to Delhi via Kolkata, detected a possible technical issue mid-air and made a precautionary landing at Ulaanbaatar. The Boeing 777 aircraft carrying 245 people, including 228 passengers and 17 crew members, landed safely.“Air India will be operating a relief flight to ferry the passengers of flight AI174 (San Francisco–Delhi of November 2), which was diverted to Ulaanbaatar on Monday. The ferry flight AI183 is scheduled to depart Delhi this afternoon and return with the affected passengers on Wednesday morning,” an Air India spokesperson said.The airline added that it has been working closely with local authorities and the Indian Embassy in Mongolia to assist all passengers and crew. Arrangements for hotel accommodation, meals and regular updates have been made for those stranded.“At Air India, the safety and wellbeing of our passengers and crew remain our top priority,” the spokesperson said.Air India confirmed that the diverted Boeing 777 is undergoing necessary technical checks in Ulaanbaatar. Once cleared by engineers, the aircraft will be flown back separately.This is not the first time an Air India long-haul flight has had to divert due to technical reasons. In 2023, an Air India San Francisco–Delhi flight made a precautionary landing in Magadan, Russia, after a technical issue was detected mid-air. Another diversion occurred in 2024, when a flight on the same route landed in Krasnoyarsk, Siberia. NEW DELHI: Mahagathbandhan chief ministerial face Tejashwi Yadav on Tuesday said that his government will transfer Rs 30,000 to women if they are voted to power in the upcoming assembly elections.”After we form the Government, on Makar Sankranti – 14th January, we will deposit Rs 30,000 for an entire year into the accounts of women under ‘Mai Bahin Maan Yojana’..” Tejashwi said while addressing a press conference on the last day of campaigning for the first phase of the elections.‘Bihar Got Not Even 1% of Gujarat’s Share’: Tejashwi Yadav Explodes at PM Modi”We spoke to women about the ‘Mai Bahin Maan Yojana’, and they are very excited about it,” he added.With Mai Bahin Yojana, Tejashwi joins a growing list of similar welfare schemes launched by govts ahead of assembly elections. It is given to members of state and union territory police, Central Armed Police Forces, Central Police Organisations, intelligence units, special branches, and forensic departments across the country.The medal is announced every year on October 31, the birth anniversary of Sardar Vallabhbhai Patel.India launched Operation Sindoor in May this year after the Pahalgam terror attack. The armed forces struck terror infrastructure in Pakistan and Pakistan-occupied Kashmir through precision strikes. NEW DELHI: Defence minister Rajnath Singh on Friday met US Secretary of War Pete Hegseth in Kuala Lumpur, where the two leaders signed a landmark ten-year Defence Framework Agreement, signalling what Singh described as the beginning of a “new chapter” in India-US defence cooperation. The meeting took place on the sidelines of the ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus), where Singh is representing India.’Industry Warriors Built This Victory’: Defence Minister Rajnath Singh on Operation Sindoor Triumph“We have held telephonic conversations thrice. I am delighted to be meeting you in person on the sidelines of ADMM-Plus. On this occasion, I feel a new chapter will begin today with the signing of the Defence Framework. I am confident that under your leadership, India-US relations will further strengthen,” Rajnath said, as quoted by ANI.The agreement, signed in the presence of senior officials from both countries, lays out a decade-long roadmap for deeper military collaboration, capacity building, and joint initiatives across the Indo-Pacific region. Hegseth described the pact as a major step forward in the bilateral relationship. “I want to express gratitude to Minister Singh for the partnership we have with India. It’s one of the most consequential US-India relationships in the world. Our strategic alignment is built on shared interests, on mutual trust and commitment to a secure and prosperous Indo-Pacific region,” he said. “This 10-year US-India Defence Framework is ambitious. It’s a significant step for our two militaries, a roadmap for deeper and even more meaningful collaboration ahead. It underscores America’s long-term commitment to our shared security and our strong partnership.”Speaking about the meeting, Rajnath Singh later wrote in a post on X, “This Defence Framework will provide policy direction to the entire spectrum of the India-US Defence Relationship. Earlier this week, External affairs minister S Jaishankar met US Secretary of State Marco Rubio, discussing bilateral ties and regional developments. India and the US have signed a landmark ten-year Defence Framework Agreement, marking a new era of defense cooperation. The pact, inked by Defence Minister Rajnath Singh and US Secretary of War Pete Hegseth, outlines a roadmap for enhanced military collaboration and joint initiatives across the Indo-Pacific region. NEW DELHI: Defence minister Rajnath Singh on Friday met US Secretary of War Pete Hegseth in Kuala Lumpur, where the two leaders signed a landmark ten-year Defence Framework Agreement, signalling what Singh described as the beginning of a “new chapter” in India-US defence cooperation. The meeting took place on the sidelines of the ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus), where Singh is representing India.’Industry Warriors Built This Victory’: Defence Minister Rajnath Singh on Operation Sindoor Triumph“We have held telephonic conversations thrice. I am delighted to be meeting you in person on the sidelines of ADMM-Plus. On this occasion, I feel a new chapter will begin today with the signing of the Defence Framework. I am confident that under your leadership, India-US relations will further strengthen,” Rajnath said, as quoted by ANI.The agreement, signed in the presence of senior officials from both countries, lays out a decade-long roadmap for deeper military collaboration, capacity building, and joint initiatives across the Indo-Pacific region. Hegseth described the pact as a major step forward in the bilateral relationship. “I want to express gratitude to Minister Singh for the partnership we have with India. It’s one of the most consequential US-India relationships in the world. Our strategic alignment is built on shared interests, on mutual trust and commitment to a secure and prosperous Indo-Pacific region,” he said. “This 10-year US-India Defence Framework is ambitious. It’s a significant step for our two militaries, a roadmap for deeper and even more meaningful collaboration ahead. It underscores America’s long-term commitment to our shared security and our strong partnership.”Speaking about the meeting, Rajnath Singh later wrote in a post on X, “This Defence Framework will provide policy direction to the entire spectrum of the India-US Defence Relationship. It is a signal of our growing strategic convergence and will herald a new decade of partnership.”The meeting comes amid a broader intensification of high-level engagements between New Delhi and Washington. Earlier this week, External affairs minister S Jaishankar met US Secretary of State Marco Rubio, discussing bilateral ties and regional developments. Rajnath Singh’s visit to Malaysia also includes talks with his Malaysian counterpart Khaled Nordin and participation in the ADMM-Plus summit, where discussions are centred on regional stability and counter-terrorism cooperation. Ghulam Hussain and Majid Iqbal Dar, currently imprisoned, are accused of facilitating terror activities, recruitment, and financing through drug money. Representative image NEW DELHI: Jammu and Kashmir LG Manoj Sinha on Thursday ordered the termination of two J&K government teachers found by an internal enquiry to be part of Lashker e Taiba’s (LeT) overground network in Jammu division’s Reasi and Rajouri districts respectively.The two staffers — Ghulam Hussain, who joined the J&K education department in 2004 and Majid Iqbal Dar, working there since 2009 — were dismissed by invoking Article 311(2)(c) of the Constitution of India as part of the ongoing, broader crackdown on the terror ecosystem within the Union territory. Nearly 77 J&K govt staffers have been given marching orders under this provision since 2020.Both Hussain and Dar are currently lodged in prison in separate terror cases.Sources in J&K govt told TOI that Hussain was posted at Govt Primary School, Kalwa, Mahore, Reasi but covertly working for LeT to strengthen its terror network in Reasi and the surrounding areas.“The evidence collected by the law enforcement and intelligence agencies has revealed that he was in touch with LeT terrorists Mohd Qasim and Ghulam Mustafa through encrypted messaging applications and was carrying out terror activities at their behest. He would receive terror funds via local conduits and pass them on to families of known terrorists for support, besides using the money for terror recruitment and logistics.Ghulam was arrested in 2023. Sources, citing investigation details, said he was a highly-radicalised terror sympathiser and involved in recruitment of youth into the terror fold.Majid Iqbal Dar was appointed as a laboratory assistant in 2009 promoted as a teacher in 2019. As per the dossier on his terror links, Dar was working for LeT as an OGW and was involved in radicalising youngsters in Rajouri and surrounding areas. Investigation revealed that Dar was engaged in narco-terror activities and maintained a close link with LeT terrorist Mod Jabar. He was a reliable asset to LeT and was using drug money to finance terror activities and radicalise gullible youth, said a source.“Dar’s terror link was exposed in January 2023 when police recovered an IED planted near J&K Bank in Rajouri. During the course of investigation, the police arrested three persons including Dar. It was later revealed that Majid, along with LeT terrorists Jabar and Zohaib Shazad, had planted the IED on the instruction of an LeT handler based in Pakistan. Uike asserted the Naxal movement will continue despite setbacks, while police view the statement as a sign of internal crisis and disarray within the banned outfit. file photo  NEW DELHI: CPI(Maoist) central committee (CC) member in charge of the banned outfit’s Odisha state committee, Ganesh Uike, has criticised his CC colleague Chandranna over his recent surrender before the Telangana police, and claimed that efforts to take the “Naxal movement” forward will continue notwithstanding the reverses over the last two years.Uike also disowned Chandranna’s claim that politburo member Devji had been chosen to succeed Basavraj as CPI(Maoist) general secretary. “This is a white lie since the central committee has not met even since general secretary Basavraj was neutralised. With the Central on an offensive against us, the conditions are still not conducive to hold a CC meeting,” Uike said in a statement issued on behalf of the CPI(Maoist) Odisha state committee.Stating that the “protracted people’s war” has encountered many hardships, including the current impasse, Uike claimed the party was trying to contain its losses and move forward. “The ‘party’ will continue to take the Naxal movement forward,” he stated.Chhattisgarh police officials, who are still verifying the authenticity of the Odisha state committee’s statement, said that if true, it concedes defeat and highlights the growing frustration and deep crisis/chasm within the Maoist ranks.“After the recent surrender of politburo member Sonu and CC members Rupesh and Chandranna, the Maoist leadership is shaken. To save face, it is resorting to falsehoods and hollow rhetoric about ‘continuing the revolution’.
