Union Minister Lalan Singh defended his controversial remarks, stating a viral video was taken out of context. He clarified he urged villagers to protect the poor from intimidation by local leaders, even suggesting escorting them to vote and then keeping them home. Singh expressed respect for any Election Commission-led FIR, emphasizing his aim to safeguard voters. ANI file photo A day before the first phase of the Bihar elections, Union Minister and JD(U) leader Rajiv Ranjan, also known as Lalan Singh, responded to criticism over his remark during a roadshow for party candidate Anant Singh on Wednesday. He said that only a part of the video had gone viral and that it was being shared out of context.”That is only one chunk of the video, it is not the complete video. People should watch the complete video. If an FIR has been registered, the complete video will be investigated. I will be questioned and I will answer. The entire thing is recorded. RJD’s people are habitual of pulling up one chunk, making it viral, tweeting and misleading…” Singh was quoted as saying by ANI. Addressing the video, which has now gone viral, Singh said that in full context, he was urging villagers to stand up to local leaders who intimidate the poor.He added that such leaders should be escorted to the polling booth to vote and then kept “inside their houses.””If someone sees the complete video, they would find RJD’s tweet misleading. An RJD leader lives in the village from where this video has come up. He threatens people and scares them into not going to booths. I said that if leaders threaten and scare the poor, people of village should corner and lock them up. If they (such leaders) want to go and vote, take them to polling booth and after that force them to stay inside their houses,” Singh added. The Union Minister further stressed that he would respect the Election Commission of India’s decision if an FIR is filed under its instructions.”There is rule of law in Nitish Kumar’s rule. All of us respect law. So, if an FIR has been lodged against me on the instructions of EC, I respect it,” Singh said. He added that protecting and encouraging “poor” voters was his aim, and pointed to similar intimidation in wards 15–27 of Mokama Nagar Parishad.”Nobody can threaten the poor and get their votes. This is my complete statement from the rally in Shivnar. The same day, at the election office in Mokama, I told the workers that in wards number 15-27 under Mokama Nagar Parishad, people are threatening the poor for their votes…The poor are our voters, voters of Nitish Kumar. Will we not protect and encourage our voters?” Singh said. Earlier, a video of Lalan Singh’s campaign circulated widely on social media, showing him allegedly instructing supporters to stop opposition leaders and candidates from leaving their homes to vote, even suggesting they be escorted to the polling booth to cast their votes. This comes amid an FIR being filed against Singh on Tuesday over a controversial statement he made while campaigning for JD(U) candidate Anant Singh in Mokama on Monday. This incident adds to tensions around Anant Singh, a don-turned-politician and former MLA seeking to reclaim the Mokama seat. Singh and his associates, Manikant Thakur and Ranjeet Ram, were arrested in connection with the murder of Dularchand Yadav, a supporter of Jan Suraaj candidate Piyush Priyadarshi.During a campaign event, Lalan Singh defended Anant Singh, calling the murder a “conspiracy” and saying he had cooperated with the police.About the AuthorTOI News DeskThe TOI News Desk comprises a dedicated and tireless team of journalists who operate around the clock to deliver the most current and comprehensive news and updates to the readers of The Times of India worldwide. NEW DELHI: Congress leader Rahul Gandhi is set to address a press conference on Wednesday, stoking speculation about the “hydrogen bomb” he promised to drop in support of his charges on vote theft by the Bharatiya Janata Party.A day ahead of the first phase of the Bihar assembly elections, the leader of the opposition in the Lok Sabha said he would address a press conference over his vote chori allegations.“The H files. I will be addressing another Voter Chori Press Conference today at 12 pm, watch it LIVE,” Rahul posted on X.Meanwhile, Congress shared an image of a huge stack of papers, claiming that the H files are “coming soon.”Congress leader Pawan Khera took to X and said that people who stole the people’s mandate are living on borrowed time.“Those who stole the people’s mandate and the nation’s democracy are living on borrowed time,” Khera said.“At 12 noon today, Leader of the Opposition Shri Rahul Gandhi will hold a crucial press conference to unveil more explosive evidence of Vote Chori,” he added. This comes after Rahul warned the BJP of an impending expose, stating that he would soon unleash a “hydrogen bomb” about his allegations of vote theft, as what was shown about Mahadevapura was just an “atom bomb.”On August 7, Rahul unveiled what he had been describing as an “atom bomb” of evidence against the Election Commission. Citing data from the Mahadevapura assembly segment, which falls under the Bengaluru Central parliamentary constituency in Congress-ruled Karnataka, he accused the poll body of “colluding” with the BJP.Citing the study, Rahul claimed the BJP won Bangalore Central by 32,707 votes while 1,00,250 fake votes were polled in its favor. He said the fake votes fell into five categories: duplicate voters (11,965), fake/invalid addresses (40,009), bulk voters at a single address (10,452), invalid photos of voters (4,132), and “misuse of Form 6” for first-time voters (33,692). Showing files, he cited examples to argue that people had voted multiple times in different booths of the seat, while voter list addresses included “Street 0” and “House no. 0.” He said there were cases where as many as 80 voters were shown at one address, or 50 in a single one-bedroom house, and that attempts to cross-check resulted in either researchers being beaten up or confirmation that the voters did not live there.About the AuthorTOI News DeskThe TOI News Desk comprises a dedicated and tireless team of journalists who operate around the clock to deliver the most current and comprehensive news and updates to the readers of The Times of India worldwide. The Supreme Court is considering a crucial issue for judicial officers. It will decide if those promoted to district judge posts need a quota. This is to ensure they do not fall behind lawyers directly recruited to the same position. The court aims to improve the justice delivery system. The decision will impact thousands of judicial officers across India. NEW DELHI: The Supreme Court on Tuesday reserved a verdict on an issue sensitive to 20,000-odd judicial officers and will decide whether those opting for the promotional route to become district judges need a quota to counter lawyers, directly recruited to the DJ post, from stealing a march over them. While the High Courts have cited constitutional mandate to request the SC to refrain from interfering in the framing of service and promotion rules and conditions, the promotional cadre of judicial officers pitched for a quota complaining that those who start their careers as judicial magistrates seldom reach the post of Principal District Judge (PDJ).The promotional cadre also told a bench of Chief Justice B R Gavai, CJI-designate Surya Kant and Justices Vikram Nath, K Vinod Chandran and Joymalya Bagchi that while a 35-year-old lawyer with seven years practice can clear a competitive examination to become district judge, the career judicial officers become district judges at an age that varies between 45-52 years in different states. But the direct recruit district judge cadre officers through several senior advocates said that there are three sources of filling DJ posts – promotion (50% of posts), direct recruitment (25%) and through limited departmental competitive examination (25%). The promotional cadre officers outnumber the directly recruited DJs by three to one and the existing ROTA-Quota system has worked well and does not need tweaking by introducing quota for promotional cadre, they said. CJI Gavai said, “In some states direct recruit DJs are in an advantageous position, while promotional cadres enjoy advantage in some other states. SO, is it not necessary that there should be a uniform promotional avenue for judicial officers to DJ post irrespective of their source of recruitment?”When some counsel apprehended that tweaking the system would fuel the existing rivalry between promotional cadre and direct recruits, the bench said, “We are only examining the issue of giving a fair opportunity to each judicial officer irrespective of their source of recruitment. The intention is to improve the efficiency of the justice delivery system.”A counsel pointed out that not even one among the present 34 SC judges have come from the promotional cadre of judicial officers, the CJI-led bench said there have been many instances in the past when judicial officers through promotion to DJ, got selected as HC Judges and then elevated as SC judges, including two CJIs.“We do not perceive it as a fight between promotional cadres and direct recruit judicial officers. This exercise is for improving the efficiency of the system of administration of justice. It is a trial-and-error method. The mechanism had been tweaked in the past. Whatever we may decide in this case may be revisited by the SC a few years later,” the bench said.End of ArticleFollow Us On Social MediaVideosThe OG ‘Jan Nayak’: Why Karpoori Thakur Is The Flavour Of Bihar Elections 2025India Should Review No First Use Policy’: Army Veteran On Trump’s Pak Nuke Test Shocker’Consumption Going Up’: U.S. Eyes India As A Major Market For Its Energy ExportsAt Least 5 Killed, Several Injured As Passenger Train Collides With Goods Trains In ChhattisgarhInterpol’s Red Notice Triggers Global Chase For ₹13,000 Cr Cocaine Cartel Heir Rishabh Baisoya’World Must Learn Conflict Termination From India’s Op Sindoor’: Indian Air Force Chief AP SinghPak Army Chief Asim Munir’s Powers Set To Grow As Shehbaz Govt Mulls 27th Constitution AmendmentWill Nitish Kumar’s ‘Jeevika Didi’ Scheme Sway Women Voters? Representative image KOZHIKODE: A Kerala woman and her partner from an extramarital affair were sentenced Tuesday to 180 years’ rigorous imprisonment each and fined Rs 11.7 lakh apiece for repeated rape of her 12-year-old daughter, crimes that prosecutors said took place over two years with the mother’s complicity.Judge Ashraf AM of special Pocso court convicted them under multiple sections of Pocso Act – each carrying 40 years of rigorous imprisonment and a fine of Rs 2 lakh, and some sections of IPC and Juvenile Justice Act. Failure to pay the fine will add 20 months to their terms. “This would be the severest punishment ever awarded to a woman for abetment in Pocso case,” special public prosecutor Somasekharan A said. The woman reportedly befriended the man while living with her husband and daughter in Thiruvananthapuram. She later “eloped with him” and began living in rented houses in Palakkad and Malappuram between Dec 2019 and Oct 2021, taking the child along. During this period, the man repeatedly raped the girl while the mother allegedly abetted the abuse. The girl was allegedly forced to drink alcohol. Prosecutors said the woman also threatened the child into silence, telling her “a chip has been implanted in her brain and they would know if she revealed the ordeal”. NEW DELHI: Expressing concern over the stringent Protection of Children from Sexual Offences (Pocso) Act being invoked in cases of consenting adolescent romantic relations, Supreme Court said on Tuesday there was a need to spread awareness among students about the issue and hinted that it would pass directions. “The Pocso Act is being misused in cases of marital discord and matters pertaining to consensual relationships between adolescents. The law is being thrust upon boys. We should spread awareness among boys and men about the legal provisions,” the court said.Advocate Sandeep Sudhakar Deshmukh, appearing for the petitioner, said the country continues to witness a disturbing surge of rapes and crimes against women and girls. “It must be made mandatory in all schools whether aided or unaided, whether they have classes on sex education or not, to educate the children about the folly and drastic consequences of rape, including creating awareness that violating the privacy of the other sex would be considered wrong and derogatory and that it amounts to a crime,” the petition said. Petitioner: Schools must teach kids anti-rape laws The bench of Justices B V Nagarathna and R Mahadevan directed states to file responses to a PIL seeking its intervention to direct the govt to make people aware about the law.Advocate Sandeep Sudhakar Deshmukh, appearing for the petitioner, said the country continues to witness a disturbing surge of rapes and crimes against women and girls.”It must be made mandatory in all schools whether aided or unaided, whether they have classes on sex education or not, to educate the children about the folly and drastic consequences of rape, including creating awareness that violating the privacy of the other sex would be considered wrong and derogatory and that it amounts to a crime,” the petition said. “Schools should make students aware about anti-rape laws at a young age so that they understand the consequences of committing such offences, including different kinds of rape as per the amended definition under Section 375 IPC,” it further added.SC has repeatedly highlighted the problem of consenting adolescent romantic relations being criminalised. Last week, the court invoked its extraordinary powers under Article 142 of the Constitution and acquitted a man charged under the Pocso Act after noting that the couple was happily married. It said the crime was not the result of lust but love, and the rigidity of law should not be allowed to cause injustice.”We are, thus, persuaded to hold that this is a case where the law must yield to the cause of justice,” Supreme Court had said after the man’s wife told the court that she wanted to lead a happy, normal and peaceful life with him and the child born out of their wedlock.End of ArticleFollow Us On Social MediaVideosIndia Should Review No First Use Policy’: Army Veteran On Trump’s Pak Nuke Test Shocker’Consumption Going Up’: U.S. Eyes India As A Major Market For Its Energy ExportsAt Least 5 Killed, Several Injured As Passenger Train Collides With Goods Trains In ChhattisgarhInterpol’s Red Notice Triggers Global Chase For ₹13,000 Cr Cocaine Cartel Heir Rishabh Baisoya’World Must Learn Conflict Termination From India’s Op Sindoor’: Indian Air Force Chief AP SinghPak Army Chief Asim Munir’s Powers Set To Grow As Shehbaz Govt Mulls 27th Constitution AmendmentWill Nitish Kumar’s ‘Jeevika Didi’ Scheme Sway Women Voters? Rahul Gandhi AURANGABAD: Lok Sabha leader of opposition Rahul Gandhi stirred controversy Tuesday by claiming “10% of the country’s population” controls the Army, comments seen as an allusion to upper castes. “…Only 10% of the country’s population get opportunities in corporate sectors, bureaucracy, and judiciary… even the Army is under their control. The remaining 90% – backward classes, Dalits, STs, and minorities – are nowhere to be seen,” Rahul said while campaigning in Bihar’s Aurangabad and Kutumba ahead of the first phase of assembly polls on Thursday. The comments echoed calls by Congress’s Rahul and other opposition parties over the past year for a national caste census but this was the first time he had referred to the Army while highlighting such demands.Rahul asserted that such a census would identify “the 90% Indians sitting outside the system” and help protect their rights and constitutional guarantees. “If 90% people don’t have participatory rights, the Constitution can’t be protected. We want the data. How many Dalits, OBCs, women, minorities… are there. We are trying to protect the Constitution through this demand for a caste census,” Rahul said.Rahul has made controversial comments about the Army earlier, drawing legal censure. He was rapped by Supreme Court in Aug for claiming during his ‘Bharat Jodo Yatra’ over two years ago that “Chinese troops are thrashing Indian soldiers in Arunachal Pradesh”. The comment was made in reference to the face-off with China in Arunachal’s Tawang in Dec 2022. Earlier in May, Allahabad HC had rejected a plea by Rahul challenging summons in a case, saying freedom of speech didn’t include the right to “defame” the Army. On Bihar poll trail Tuesday, Rahul lashed out at what he described as PM Narendra Modi’s “digital distractions” as he accused Centre of using social media to divert youths from the real issues of unemployment and inequality.”They gave cheap data instead of jobs. They told youth to make reels instead of asking questions. Watching and making reels has become an addiction – a distraction to keep young people silent. The money goes to industrialists. Youths are left with entertainment as a drug,” Rahul said.He accused CM Nitish Kumar of having “reduced Bihar’s youth to becoming nation’s labourers”, saying the CM had failed to create opportunities for the young. “Bihar, once home to the world-renowned Nalanda University, has now been reduced to a land where young people are forced to migrate across India for menial work. Nitish has made the sons of this soil labourers, not builders of Bihar’s future,” Rahul said. Representative image NEW DELHI: National Commission for Women has recommended a comprehensive review of cyber laws relating to women to secure their digital rights, extend privacy protections and hold online platforms accountable. For instance, the NCW report calls for inclusion of cyberbullying, trolling, deepfakes, and privacy violations in the Bharatiya Nyaya Sanhita 2023 and protects the complainant’s identity in cyber offences. For protecting children it is recommended that digital manipulation and online grooming should be recognised as offences and penalties must be increased under the Protection Of Children from Sexual Offences Act, 2012.These are part of the over 200 actionable recommendations in the NCW report aimed at addressing the legal and institutional gaps in India’s response to cyber offences. “Through this report, NCW envisions a cyber ecosystem where laws do not merely punish offenders, but protect dignity; where awareness replaces fear; and where every woman can step into the digital world without hesitation,” NCW chairperson Vijaya Rahatkar said. The recommendations compiled following a year-long exercise of consultations with various stakeholders have been submitted to the ministries of law and justice, electronics and information technology, women and child development, and home affairs. For instance in the Information Technology Act 2002, it is recommended to make room for tougher penalties for offences against women and children, penal action for threats to share private or obscene content and a mandatory victim compensation fund.In case of IT Rules 2021, recommendations range from mandatory account verification and inclusion of AI-manipulated imagery and new provisions for gender-based harassment to cross-border content regulation. With regards to the Digital Personal Data Protection Act, 2023 it is recommended that “sensitive personal data” and “gender-specific damage” should be defined and there should be stricter consent norms and mandatory removal of non-consensual content within 12 hours. The report also calls for paving the way for tiered penalties for gendered data misuse. To secure women at the workplace under the POSH Act, 2013, it recommended extending protection to digital harassment and remote workplaces. It is also recommended to cover online and OTT content under the Indecent Representation of Women Act, 1986.End of ArticleFollow Us On Social MediaVideosIndia Should Review No First Use Policy’: Army Veteran On Trump’s Pak Nuke Test Shocker’Consumption Going Up’: U.S. Eyes India As A Major Market For Its Energy ExportsAt Least 5 Killed, Several Injured As Passenger Train Collides With Goods Trains In ChhattisgarhInterpol’s Red Notice Triggers Global Chase For ₹13,000 Cr Cocaine Cartel Heir Rishabh Baisoya’World Must Learn Conflict Termination From India’s Op Sindoor’: Indian Air Force Chief AP SinghPak Army Chief Asim Munir’s Powers Set To Grow As Shehbaz Govt Mulls 27th Constitution AmendmentWill Nitish Kumar’s ‘Jeevika Didi’ Scheme Sway Women Voters? Photo/Agencies SRINAGAR: As the battle intensifies for the November 11 bypoll in central Kashmir’s Budgam assembly seat, Mehbooba Mufti-led Peoples’ Democratic Party (PDP) has placed Iltija Mufti and MLA Waheed Parra at the forefront of its campaign, and their focus remains firmly on cornering J&K chief minister Omar Abdullah.“There are 50 MLAs roaming around Budgam right now, but tell me, where is the one MLA who is missing? It is the CM of Jammu and Kashmir, Omar Abdullah,” Iltija said while addressing election rallies in Budgam on Tuesday. In the Oct 2024 assembly elections, the first after the abrogation of Article 370 in 2019, the National Conference (NC) won 41 of the 90 seats, with Omar securing victories in both the constituencies he contested from — Budgam and Ganderbal.Omar, however, chose to retain Ganderbal, his home constituency, vacating the Budgam seat. This has given PDP a potent weapon to accuse Omar and NC of betraying people. In the bypoll, NC’s Aga Syed Mehmood is pitted against PDP’s Aga Syed Muntazir Mehdi, with BJP’s Aga Syed Mohsin also in the fray. While the NC leaders are reaching out to people, CM Omar is in Jammu following ‘Darbar Move’, a biannual practice of shifting offices to Jammu in winters and Kashmir in summers. Both Iltija and Waheed are also targeting the Omar govt over PDP’s recent land bill that sought to grant ownership rights to residents who have lived for over 20 years in houses built on state land. PDP had dubbed it as “anti-bulldozer bill,” arguing that it would protect residents facing eviction notices. However, the legislation was jointly opposed by NC, BJP and Congress in the recent assembly session, with Omar saying granting ownership of houses illegally built on state land would “reward encroachers”.“When PDP brought a land bill to safeguard your rights and ensure that your land remains yours, what did they do? BJP called it ‘land jihad’, and Omar Abdullah joined them, calling Kashmiris land grabbers,” Iltija told the people. “Tell me, are you land grabbers? You are the rightful owners of your land, your dignity and your future,” she said.Para alleged the Omar govt had failed to initiate any development work. “In the last one year, have you seen your MLA? Have you seen even a single transformer installed, or any developmental activity?” the PDP MLA asked the people.“We have seen the surrender on Article 370, on waqf, and now a complete governance vacuum. He (Omar) has reduced our entire political struggle to mere business rules and tried to depoliticise Jammu and Kashmir,” Parra saidAccusing Omar of failing to deliver on any of his pre-poll promises, Iltija urged voters to support the PDP’s candidate.End of ArticleFollow Us On Social MediaVideosIndia Should Review No First Use Policy’: Army Veteran On Trump’s Pak Nuke Test Shocker’Consumption Going Up’: U.S. Eyes India As A Major Market For Its Energy ExportsAt Least 5 Killed, Several Injured As Passenger Train Collides With Goods Trains In ChhattisgarhInterpol’s Red Notice Triggers Global Chase For ₹13,000 Cr Cocaine Cartel Heir Rishabh Baisoya’World Must Learn Conflict Termination From India’s Op Sindoor’: Indian Air Force Chief AP SinghPak Army Chief Asim Munir’s Powers Set To Grow As Shehbaz Govt Mulls 27th Constitution AmendmentWill Nitish Kumar’s ‘Jeevika Didi’ Scheme Sway Women Voters? Number of road fatalities in 2024 likely to surpass 2023 figure, the highest ever NEW DELHI: The number of road deaths in 2024 is set to surpass that in 2023 with over two dozen states and UTs, including Uttar Pradesh, Tamil Nadu, Maharashtra, Madhya Pradesh, Rajasthan, Odisha, Telangana, Assam and Delhi reporting higher number of fatalities last year. As per provisional data compiled from states/UTs, excluding West Bengal, a little over 1.7 lakh people died in road crashes last year.In 2023, road crashes had claimed around 1.73 lakh lives, the highest ever for a year, and West Bengal had reported 6,027 of these fatalities. Sources said that once data from West Bengal is included, the number of deaths would be more than that in the previous year. Data sent by states on crashes, fatalities, injuries and the factors responsible for them are being rechecked and reconciled before the final report is published, they added. While the rise in fatalities despite efforts of the govt to curb them remains a huge concern, there is a silver lining to the provisional data for 2024: nine states and UTs have reported a decline in the number of deaths. For example, Kerala reported 3,846 fatalities in 2024 compared to 4,080 in the previous year, and Gujarat recorded 7,717 deaths last year compared to 7,854 in 2023.Experts maintain that unless there is a significant dip in fatalities in the 10 states that report a large share of the overall figure, achieving the goal to reduce the number of road deaths by half will not be possible. “There is a need for focussed efforts to reduce fatal crashes and deaths on National Highways and state highways, which account for nearly 60% of all fatalities,” said a former Union road transport secretary.Though data on road accidents do not fully represent the magnitude of the problem given that not all such incidents are reported or recorded by police, the provisional data show that 35 states and UTs reported over 4.7 lakh crashes in 2024 compared to 4.8 lakh in the previous year.Meanwhile, the road transport ministry plans to amend the Motor Vehicle Act by introducing stricter norms for issuing driving licence and negative points for bad driver behaviour that can result in suspension and even cancellation of licences.End of ArticleFollow Us On Social MediaVideosIndia Should Review No First Use Policy’: Army Veteran On Trump’s Pak Nuke Test Shocker’Consumption Going Up’: U.S. Eyes India As A Major Market For Its Energy ExportsAt Least 5 Killed, Several Injured As Passenger Train Collides With Goods Trains In ChhattisgarhInterpol’s Red Notice Triggers Global Chase For ₹13,000 Cr Cocaine Cartel Heir Rishabh Baisoya’World Must Learn Conflict Termination From India’s Op Sindoor’: Indian Air Force Chief AP SinghPak Army Chief Asim Munir’s Powers Set To Grow As Shehbaz Govt Mulls 27th Constitution AmendmentWill Nitish Kumar’s ‘Jeevika Didi’ Scheme Sway Women Voters?
