NEW DELHI: Employees’ Provident Fund Organisation is readying the framework to provide social security to millions employed in the unorganised sector and exempted establishments, gig workers and people who are self-employed – presently not part of its network – allowing them to deduct a part of their income for a universal provident fund scheme.The accumulation phase is modelled on the present EPFO model, where the new subscribers will have the flexibility to contribute daily or annually, with the corpus earning annual interest and enjoying similar tax benefits. This means complete exemption for annual contribution up to 2.5 lakh with interest on it also exempt from tax. The withdrawal phase is where the retirement savings agency is planning a revamp, with subscribers allowed to retain the corpus with EPFO even at the time of retirement – a facility that can be extended to existing subscribers as well. Under the proposed model, the new set of subscribers may be given the option to ch-oose a systematic withdrawal plan mechanism, giving them the flexibility to decide on the payout, which can be front-loaded or back-ended, an official told TOI. The agency has studied models such as those in Singapore to help work out the basic framework. The scheme will be completely funded by individuals, unlike PM Shram Yogi Maandhan Yojana, where Centre chips in with a 50% contribution for pension. The move comes at a time when labour ministry is seeking to ensure retirement savings beyond the present EPFO net, which covers those working in establishments with over 20 workers. While EPFO has not been given the official mandate yet, the agency has floated a tender to design and develop an IT architecture that serves the purpose. As part of implementation of new labour codes, govt has mandated platforms such as taxi aggregators or delivery apps to register their workers on a portal. If EPFO scheme goes through, someone working as a freelance consultant, for instance, can also plan for her retirement by co-ntributing to the new model.”The new code on social security provides for govt to ensure that everyone has access to some form of social coverage. The discussions are in initial phase and a number of models prevalent across the world are being examined. NEW DELHI: WHO has issued new global guidelines saying up to 45% of dementia cases could be prevented or delayed by tackling risk factors such as high blood pressure, diabetes, smoking, physical inactivity and, for the first time, air pollution, while advising against the routine use of vitamin and omega-3 supplements for dementia prevention in people without a diagnosed deficiency.The updated recommendations, the first major revision since 2019, reflect growing scientific evidence that lifestyle choices, management of chronic diseases and environmental exposures can significantly influence brain health. The inclusion of air pollution marks a key addition to WHO’s dementia prevention guidance, reflecting mounting evidence linking long-term exposure to polluted air with cognitive decline.Dementia is a progressive brain disorder that impairs memory, thinking and the ability to perform everyday activities. Alzheimer’s disease accounts for an estimated 60-70% of all dementia cases. Although there is no cure, WHO says a substantial proportion of the risk can be reduced through healthier lifestyles and better management of chronic diseases.The recommendations are particularly relevant for India, where the burden of dementia is expected to rise as the population ages. A nationally representative study published in the peer-reviewed journal Alzheimer’s & Dementia estimated that about 8.8 million Indians aged 60 years and above are living with dementia, based on a prevalence of 7.4% among older adults.The WHO guidelines on air pollution are supported by a growing body of evidence. The 2024 Lancet Commission on Dementia Prevention, Intervention and Care identified air pollution as one of 14 modifiable risk factors that together could account for up to 45% of dementia cases, while a 2024 study in BMJ Public Health identified both outdoor and indoor air pollution as important dementia risk factors in the Indian population.Globally, more than 57 million people live with dementia and nearly 10 million new cases are diagnosed every year.The guidelines recommend regular physical activity, quitting tobacco, limiting alcohol consumption, adopting a healthy diet, maintaining social engagement and cognitive stimulation, along with effective management of high blood pressure, diabetes and high cholesterol. The use of hearing aids, where clinically indicated, may also help reduce dementia risk.”We know more today than ever before about what drives dementia risk, and these guidelines translate that knowledge into action,” WHO director general Dr Tedros Adhanom Ghebreyesus said. “Countries now have clear, evidence-based recommendations they can put into practice immediately to protect people’s cognitive health.”WHO also advises against routine supplementation with vitamins B or E, omega-3 fatty acids or multivitamin-mineral preparations to prevent dementia in people without a diagnosed deficiency, citing insufficient evidence of benefit.Dementia also imposes a heavy economic burden. These principles are expected to outline reference points for increasing predictability and promoting safety during maritime engagements among member states, said India in a statement.Doval stressed the need for closer regional cooperation to tackle evolving security challenges, saying the current global landscape marked by conflicts, geopolitical uncertainties and technological disruptions requires Bimstec member states to work together and take “decisive action” for their mutual benefit.”We are meeting today in the backdrop of a challenging global landscape. We are witnessing conflicts and geopolitical uncertainties. We are also facing multi-domain security threats, amplified by rapid technological advancements. NEW DELHI: Amid reports that govt is looking to reintroduce delimitation bill in the Monsoon session, Congress chief Mallikarjun Kharge Thursday wrote to PM Narendra Modi, urging him to call an all-party meeting to discuss the revised Constitution (131st Amendment) Bill.Kharge wrote that he had repeatedly asked the parliamentary affairs minister for an all-party meeting during the Budget session, but his demand was not heeded, after which the delimitation bill fell in Lok Sabha on April 17 — a reference to the defeat of the govt bill which the opposition termed as being in name for women’s reservation but having the real objective of delimiting Lok Sabha seats on the basis of population to advantage BJP and hurt the southern states.Kharge wrote to Modi that he has been reading media reports about govt move to reintroduce the bill with some changes, urging the PM that he should share the details with the opposition and give it adequate time to study the proposal before it is introduced in Parliament.Kharge’s initiative to settle the heightened speculation over the bill came even as Congress said that despite splitting TMC and Shiv Sena, Modi govt is far from achieving the 2/3rd majority required to pass a constitutional amendment bill.AICC spokesman Jairam Ramesh said Kharge, Rahul Gandhi, and the Congress leadership are in touch with all the parties “that voted against the said bill in April”, and discounted the possibility of DMK and NCP voting in its favour on reintroduction.“The home minister is trying his best to break the parties to achieve the majority mark, but he is far from it. NEW DELHI: A day after a report of alleged breach of sensitive data of the Kudankulam nuclear power plant (KNPP), space, atomic energy, science and technology minister Jitendra Singh asserted on Thursday that there was no breach of sensitive data from the largest nuclear power plant of the country.Rubbishing reports of breach of sensitive data related to units 3 and 4 of the Tamil Nadu nuclear plant, Union minister Jitendra Singh told TOI, “There is no breach of nuclear reactor data.” He also made it clear that there is no need for a review if nothing has happened.A day earlier, Nuclear Power Corporation of India Ltd, which is leading the construction and operation of reactors at Kudankulam, had said that its core systems were untouched by a “cyber security incident”, after ransomware group World Leaks posted a huge cache of files related to the N-plant on the dark web and claimed data breach.Reliance Infrastructure was involved in designing and building infrastructure for the plant’s unit 3 and unit 4 in 2018. NPCIL said the engineering, procurement and construction contract for the common services awarded to R-Infra are of conventional nature and are typically found in thermal power plants as well as other process industries.A day before, a Reliance Group spokesperson said, “The company was informed by Yotta Data Services Private Limited (Yotta), its third-party data centre service provider, of a cybersecurity incident involving an attempted ransomware attack that resulted in partial breach of data hosted on one of Yotta’s servers. Yotta has informed the company that the suspicious process was identified and terminated immediately, and the incident was contained and also that no ransomware execution, data loss, or lateral movement occurred, and services were restored.”On Wednesday, NPCIL executive director (CP&CC) Prateek Agrawal told TOI, “They (files leaked) are not related to nuclear safety or nuclear security systems. NEW DELHI: A day after a report of alleged breach of sensitive data of the Kudankulam nuclear power plant (KNPP), space, atomic energy, science and technology minister Jitendra Singh asserted on Thursday that there was no breach of sensitive data from the largest nuclear power plant of the country.Rubbishing reports of breach of sensitive data related to units 3 and 4 of the Tamil Nadu nuclear plant, Union minister Jitendra Singh told TOI, “There is no breach of nuclear reactor data.” He also made it clear that there is no need for a review if nothing has happened.A day earlier, Nuclear Power Corporation of India Ltd, which is leading the construction and operation of reactors at Kudankulam, had said that its core systems were untouched by a “cyber security incident”, after ransomware group World Leaks posted a huge cache of files related to the N-plant on the dark web and claimed data breach.Reliance Infrastructure was involved in designing and building infrastructure for the plant’s unit 3 and unit 4 in 2018. NPCIL said the engineering, procurement and construction contract for the common services awarded to R-Infra are of conventional nature and are typically found in thermal power plants as well as other process industries.A day before, a Reliance Group spokesperson said, “The company was informed by Yotta Data Services Private Limited (Yotta), its third-party data centre service provider, of a cybersecurity incident involving an attempted ransomware attack that resulted in partial breach of data hosted on one of Yotta’s servers. Yotta has informed the company that the suspicious process was identified and terminated immediately, and the incident was contained and also that no ransomware execution, data loss, or lateral movement occurred, and services were restored.”On Wednesday, NPCIL executive director (CP&CC) Prateek Agrawal told TOI, “They (files leaked) are not related to nuclear safety or nuclear security systems. Like thermal power plants, tenders are issued for common services. Such common services are not associated with the core systems of the nuclear plant.”Just 1.6% of Isro scientists-engineers taken VRS or resigned during 2025-26: Dept of Space sourcesOn reports of an internal memo on tightening rules for voluntary retirement (VRS) for Isro employees amid a mass exodus claim, sources in the Department of Space clarified that “the number of scientists and engineers taken VRS or resigned during 2025-26 is 144, which is about 1.6% of sanctioned levels of scientist and engineers for the department of space”. “The trend is similar to the attrition levels noticed in previous years,” the sources said, clarifying that there is nothing alarming about it.Get the latest India news and live updates. NEW DELHI: In an important clarification to its two-year-old judgement against ‘bulldozer justice’, Supreme Court said its ruling does not bar use of bulldozers to remove rampant illegal constructions and encroachments on public land following compliance with the procedure laid down in municipal laws.Refusing to adjudicate individual contempt petitions alleging demolition of houses, mosques and other structures in flagrant violation of the elaborate procedure laid down in SC’s Nov 13, 2024, judgement, a bench of CJI Surya Kant and Justices Joymalya Bagchi and V Mohana said in each case there has to be a fact-finding exercise to ascertain whether authorities took steps arbitrarily and that jurisdictional HCs would be in better position to carry out this exercise.When the petitioners alleged bulldozers were used to remove houses, kiosks or shanties, the bench said, “There are rampant illegal constructions and encroachments in public places. That is not the area where SC has commented on use of bulldozers. SC was concerned about the pick-and-choose policy of authorities for demolitions, like using bulldozers only on houses of accused persons when illegal constructions were all around those properties.” Bulldozers need to be used when rule of law is thwarted: SC Justice Bagchi said, “Bulldozers need to be used when the rule of law is thwarted by a comfortable corruption between municipal authorities and illegal encroachers. But we also need to ensure that under the guise of implementing law, there should not be a categorisation of individuals. It runs against basic tenets of rule of law.”Let us say everyone in the area has violated the law and encroached onto a footpath. But authorities cannot single out encroachment of a family if one of its members is an accused in a criminal case to create a demonstration of reprisal. That is when the rule of law comes under scrutiny.” The foundation of the 2024 SC judgement is not a blanket ban on removal of all illegal and unauthorised constructions on public land. Bulldozers can be used to remove unauthorised structures from public land, but after scrupulously following the process specified in municipal laws, the bench said. In the judgement, SC had laid down an elaborate process of issuing notice detailing illegalities in a structure, 15 days’ time for owner to respond to the notice, grant of personal hearing, passing of final order, and then another 15 days from final order to appeal against it before appellate forum or courts.However, SC in its judgement had also clarified that “these directions will not be applicable in cases of unauthorised constructions in any public place such as road, street, footpath, abutting railway line or any river body or water bodies and also to cases where there is an order for demolition made by a court of law.” SC said it would transfer all petitions alleging violations of SC judgement in removal of illegal structure to jurisdictional HCs after additional solicitor generals Aishwrya Bhati and Anil Kumar Kaushik said that each case involves different sets of disputed facts and, hence, the need for the fact-finding exercise.
