NEW DELHI: It may be the first time in three decades that RJD doesn’t have a single member in Rajya Sabha when the next Bihar assembly elections come around in 2030.The party now has five members in the upper house, but it will gradually lose these seats even if a non-NDA party – like AIMIM with five MLAs in the new Bihar assembly – supports it in Rajya Sabha elections in 2026 and 2028.In 2030, RJD may retain one of its seats if it gets AIMIM support. But it appears a distant possibility as smaller parties invariably go by the politics of the day and their own interests.Out of five RJD members in Rajya Sabha, two – Prem Chand Gupta, the party’s leader in the House, and A D Singh – will retire in April 2026. The third one, Faiyaz Ahmad, will retire in July 2028; and the remaining two, Manoj Kumar Jha and Sanjay Yadav, will complete their term in April 2030.In 2026, elections will be held for five vacancies, including two from JDU and another from Rashtriya Lok Morcha (both NDA allies). The strength of the new assembly will help NDA gain all five seats from Bihar next year.Similarly, five members – three from BJP, and one each from JDU and RJD – will retire in 2028. NEW DELHI: It may be the first time in three decades that RJD doesn’t have a single member in Rajya Sabha when the next Bihar assembly elections come around in 2030.The party now has five members in the upper house, but it will gradually lose these seats even if a non-NDA party – like AIMIM with five MLAs in the new Bihar assembly – supports it in Rajya Sabha elections in 2026 and 2028.In 2030, RJD may retain one of its seats if it gets AIMIM support. With the elections over, Bihar’s finance department will have to pull out the spreadsheets to redo the fiscal arithmetic as the govt will have to raise resources to not just meet the big promises made in the NDA manifesto, including more money to the 74 lakh farmers, SC students and others in the state, but also to fund capital expenditure (capex) to build two greenfield cities (New Patna and Sitapuram) and create farm infrastructure.In a state with an estimated fiscal deficit of 9.2% of gross state domestic product (GSDP) last year and own-tax revenue budgeted at 5.3% of state GDP this year, there is chatter of a review of prohibition imposed by Nitish Kumar in 2016. Getting the NDA to reverse the ban may not be easy as it has a lot of appeal with women voters who are pro-prohibition.But there is a large revenue potential since the state govt was earning over Rs 3,000 crore annually from alcohol sales in 2015-16 – more than enough to cover the Rs 2,200 crore needed for additional direct transfer to farmers. At current prices, the mop-up will only be higher.In any case, the pre-poll announcement of Rs 10,000 for the currently enrolled 1.5 crore women under the Mukhyamantri Mahila Rozgar Yojana will cost Rs 15,000 crore. Besides, an increase in the monthly pension to Rs 1,100 for 1.1 crore elders, widows and disabled will result in an additional outgo of around Rs 8,500 crore with nearly Rs 4,000 crore likely to be provided for free electricity of up to 125 units.The bill will go beyond the additional Rs 28,000-crore outgo due to the schemes already implemented. (Photo: PTI) PATNA: National Democratic Alliance (NDA) won a stunning landslide in Bihar, with the governing coalition headed by chief minister Nitish Kumar bagging 202 of 243 assembly seats in a hugely one-sided outcome that underscores the JDU boss’s political resilience despite two decades in office, and PM Narendra Modi’s sway over voters, while deflating the Grand Alliance’s Rahul Gandhi-led campaign against “vote theft”.The overwhelming victory puts BJP on a firm footing ahead of approaching encounters, especially in West Bengal and Tamil Nadu.The outcome, which surpassed NDA’s own expectations, is seen as a pro-incumbency vote conveying gratitude to Nitish Kumar, who put the state back on track after a widely perceived 15 years of anarchy, and marks a “coming of age” moment for women voters who turned out in huge numbers to reciprocate Nitish-led NDA govt’s measures to empower them using a whole spectrum of means.
