Defence minister Rajnath Singh addresses the AFHQ Civilian Services Day celebrations at DRDO Bhawan in New Delhi on Monday NEW DELHI: Defence minister Rajnath Singh on Monday underlined the need to deepen integration between the military and civil components of the defence ministry to foster greater synergy within the defence ecosystem to tackle evolving security and technological challenges, while ensuring institutional memory, stability and the effective application of rules and regulations.Addressing the 85th Armed Forces Headquarters (AFHQ) Civilian Services Day celebrations in Delhi on Aug 3, he emphasised that both uniformed and civil services share the same commitment of ‘Nation First’, and when the objective is singular, every element of the system transforms into national strength.Rajnath underlined that military and administrative integration cannot proceed along separate paths, adding that, as joint and integrated structures develop, there will be a need for continuity and expertise across all areas — policy, administration, human resource management, financial processes, logistics, and institutional knowledge. He highlighted the importance of further enhancing structured cross-exposure between civilian and military officers, suggesting joint training programmes and developmental assignments for both sides to learn from each other’s experiences.“Military officers bring operational experience, a command perspective, and an understanding of warfare, while civilian officers contribute through administrative continuity, policy experience, an understanding of government processes, and institutional memory. When these strengths combine, decision-making becomes more informed, balanced, and effective,” Rajnath said.Explaining with the example of ‘cyber warfare’, the minister stated that if officers of the AFHQ civilian services develop defence-specific common cyber tools leveraging their expertise, it could prove beneficial to the defence forces. He said a forum could be developed for the study of Indian military history, examining it from a civilian perspective, thereby fostering fresh ideas and new perspectives. SC said that cruelty does not distinguish between married and unmarried women NEW DELHI: Saying that “live-in relationships” are a reality particularly in urban areas and the law must adapt itself to serve those who choose this form of relationship and protect them from harassing partners, the Supreme Court Monday brought them under the ambit of Section 498A of the IPC or Section 85 of the Bharatiya Nyaya Sanhita (BNS) where a husband or in-law shall be punished with imprisonment for a term up to three years for subjecting a woman to cruelty.A bench of Justices Sanjay Karol and N K Singh rejected the plea that 498A is confined only to a husband married to a woman in the traditional sense. “Since the provision was aimed at solving a societal issue, it is this larger objective of securing equality for women, stepping away from the superiority of males that is an inheritance from bygone days, that has to inform the understanding in interpretation and implementation of the Section,” SC said.It, however, clarified that only those “live-in relationships” which are in the nature of marriage will come within the ambit of Section 498A of IPC or Sec 85 of BNS. “Cruelty does not check at the door whether the house it’s entering is that of a married woman or not. Once it enters, its propensity to destroy is aggravated,” it said.SC, however, took note of the growing instances of alleged misuse of Section 498A. Describing as worrisome the trend of the section being misused and employed as a means of settling scores and ventilating grievances, SC said its verdict would be applicable to only those ‘relationships in the nature of marriage’ and the initial burden of proof would be on the female live-in partner seeking protection of the law.”When the objective of the Section 498A was to provide coverage to those cases where harassment by husband or in-laws through wilful conduct causing mental or physical injury or driving the woman to suicide, then to say that such harassment can only be caused when they are married and not before that, in our considered view, would be a case of over simplification. Whether or not the woman in question is married or not, in the present day, does not have a proximate link to the objective of the section, which is to prevent cruelty in such a household setting,” Justice Karol, who penned the verdict, said.The court said the law must respond to changing times, and bringing live-in relations within the ambit of Section 498A is needed. “Marriage was considered to be sacrosanct, which undoubtedly is a changing phenomenon. Living together, prior to marriage, is not unheard of or unacceptable anymore. NDA states acted firmly against recruitment scams; opposition failed to curb irregularities: CM Dhami Uttarakhand Chief Minister Pushkar Singh Dhami on Monday said that NDA-ruled states have taken firm action against recruitment scams and examination-related irregularities, while alleging that opposition-ruled states failed to curb such malpractices and were marked by widespread irregularities in recruitment processes.Speaking to reporters here, Dhami said that the Uttarakhand government had acted decisively against the “cheating mafia” by arresting and jailing over 100 people and enacting a stringent anti-cheating law.”In all NDA-ruled states, wherever instances of cheating occurred, action was taken against the perpetrators. In Uttarakhand, we took action against a hundred members of the ‘cheating mafia,’ jailed them, and enacted a law specifically to curb cheating. NDA states acted firmly against recruitment scams; opposition failed to curb irregularities: CM Dhami Uttarakhand Chief Minister Pushkar Singh Dhami on Monday said that NDA-ruled states have taken firm action against recruitment scams and examination-related irregularities, while alleging that opposition-ruled states failed to curb such malpractices and were marked by widespread irregularities in recruitment processes.Speaking to reporters here, Dhami said that the Uttarakhand government had acted decisively against the “cheating mafia” by arresting and jailing over 100 people and enacting a stringent anti-cheating law.”In all NDA-ruled states, wherever instances of cheating occurred, action was taken against the perpetrators. In Uttarakhand, we took action against a hundred members of the ‘cheating mafia,’ jailed them, and enacted a law specifically to curb cheating. NEW DELHI: The Food Safety and Standards Authority of India (FSSAI) has suspended the licence of a packaged drinking water manufacturer in Tripura and prohibited the manufacture, storage, distribution and sale of a dietary food supplement made by a Punjab-based company after inspections found serious food safety and regulatory violations.The licence of M/S Matri Drinking Water, Gomati, Tripura, was suspended with immediate effect following a complaint about foreign material in packaged drinking water. Inspectors found finished products stored outside the facility and on the floor alongside non-food materials, unhygienic processing and filling areas, rusted RO water storage tanks and chemical dosing containers, inadequate pest control and sanitation, and the absence of mandatory testing, maintenance and training records. FSSAI suspended a Tripura water company’s license and banned a Punjab supplement. Inspections revealed serious food safety and regulatory violations at the water facility. NEW DELHI: The Food Safety and Standards Authority of India (FSSAI) has suspended the licence of a packaged drinking water manufacturer in Tripura and prohibited the manufacture, storage, distribution and sale of a dietary food supplement made by a Punjab-based company after inspections found serious food safety and regulatory violations.The licence of M/S Matri Drinking Water, Gomati, Tripura, was suspended with immediate effect following a complaint about foreign material in packaged drinking water. Inspectors found finished products stored outside the facility and on the floor alongside non-food materials, unhygienic processing and filling areas, rusted RO water storage tanks and chemical dosing containers, inadequate pest control and sanitation, and the absence of mandatory testing, maintenance and training records.
