Bodies of 15 Indians killed in Vietnam boat tragedy arrive in Mumbai NEW DELHI: A flight carrying the bodies of 15 Indian nationals who were killed in the Vietnam boat tragedy landed at Mumbai’s Chhatrapati Shivaji Maharaj International Airport on Monday. The remains were flown from Ho Chi Minh City on a Vietnam Airlines flight, as cited by PTI. Of the 15 victims, 10 were from Tamil Nadu, three from Andhra Pradesh and two from Kerala. “We are grateful for the many messages of condolences and prayers from our Vietnamese friends. Your prayers, efforts and presence gave us strength in this extreme hour of grief,” the Indian Embassy said in a post on X.The Indian mission also expressed gratitude to the Vietnamese authorities for their assistance and support in facilitating the repatriation process.While 16 of the rescued Indian tourists have returned to India, one remains hospitalised in Phu Quoc, Vietnam. “The Indian national undergoing treatment at Phu Quoc after the tragic boat accident successfully underwent a medical procedure yesterday evening. He has been admitted in a hospital in Ho Chi Minh City today. His family members have also arrived in Ho Chi Minh City,” the India Embassy in Hanoi said in a post on Monday. The survivor who remains hospitalised is in critical condition, as cited by AP. The 49-year-old suffered severe lung damage after nearly drowning, along with shock, multiple injuries and bleeding in the brain, the report said.A speedboat carrying 32 Indian tourists and four Vietnamese crew members capsized near Hon May Rut Ngoai, off Phu Quoc Island, on Friday, killing 15 tourists. The remaining passengers were rescued.The tourists were reportedly returning from an island excursion when the vessel overturned about 400 metres off Hon May Rut Ngoai Island.The cause of the accident is yet to be determined, and Vietnamese authorities have ordered an investigation into the incident.According to Vietnamese news portal VN Express International, the speedboat operator was detained on Sunday.Phu Quoc, Vietnam’s largest island, is one of the country’s most popular tourist destinations, known for its white-sand beaches, coral reefs and island-hopping tours.Get the latest India news and live updates. The bills propose the automatic removal from office of the PM, CMs or ministers if they remain in custody for 30 consecutive days on serious criminal charges, sources said.A PM, chief minister or minister holds an executive position that impacts national or state affairs, and prolonged detention impedes their ability to fulfil these roles effectively, potentially leading to governance paralysis, the ministry said, justifying the intent of the bills.The joint committee of Parliament, headed by BJP parliamentarian Aparajita Sarangi, had flagged a host of issues raised by various stakeholders, including opposition parties, in its communication to the MHA, which responded to them.Responding to the claim that automatic removal from office would undermine the popular will expressed through elections, the ministry said the mandate is neither absolute nor unconditional, as the Constitution provides several accountability mechanisms that can lead to a change in leadership without fresh elections.The party or coalition in office retains the opportunity to elect a new leader who commands majority support, it said.”Far from negating popular will, the provision protects it by ensuring that governance remains effective and trustworthy, preventing a situation where a leader unable to appear before the House or discharge official functions continues in office indefinitely,” the ministry said.The committee is likely to adopt its report in the coming days and table it in the Lok Sabha during the Parliament’s monsoon session, beginning July 20.Get the latest India news and live updates. File photo NEW DELHI: Virtually taking over supervision of the ongoing investigations into Ayodhya Ram mandir donation embezzlement controversy, Supreme Court on Monday asked the UP govt-constituted Special Investigation Team to submit its probe status report within a week.A bench of Chief Justice Surya Kant and Justices Joymalya Bagchi and V Mohana entertained four PILs which have sought independent and time-bound investigations into huge amounts donated by devotees being siphoned off, and audit of temple accounts by the Comptroller and Auditor General (CAG).Supreme Court seeks replies of Centre, UP government, Ram temple trustSupreme Court has sought responses from the Centre, UP govt and Ram Janmabhoomi Teerth Kshetra Trust on temple donation embezzlement controversy.The bench said since an FIR has already been registered by the SIT constituted by UP govt, “We direct the SIT to submit a probe status report to the court”. The bench posted further hearing on July 20. UP govt had set up the SIT on June 13 following a complaint from the temple trust after allegations of misappropriation of temple donations went viral.The petitioners have also sought direction to Centre, UP govt and the trust to incorporate mandatory regulatory and supervisory audit mechanism in its functioning to ensure donations are neither siphoned off nor embezzled by unscrupulous elements, which hurt the sentiments of millions of devotees.The three-member SIT, comprising Lucknow divisional commissioner Vijay Vishwas Pant, IG Kiran S and special secretary (finance) Neel Ratan, has so far arrested eight accused, who are in judicial custody.The investigation reportedly found around 70 suspicious incidents between April 27 and June 5 after reviewing CCTV footage in which staff counting the money were seen concealing bundles of cash on their person.Following the controversy, trust general secretary Champat Rai and member Anil Mishra have stepped down. Their resignations were accepted by the trust on July 6. However, political parties such as Samajwadi Party and AAP have accused the UP govt of shielding the ‘big fish’.While petitioners Narendra Kumar Goswami, Ajay Kumar Rai and Dinesh Kumar Yadav sought CBI probe and audit of temple finances by CAG, Goswami sought safekeeping of electronic evidence, including CCTV footage.The third PIL by RJD MP Sudhakar Singh sought forensic audit of the finances of the temple, managed by the trust. File photo NEW DELHI: Virtually taking over supervision of the ongoing investigations into Ayodhya Ram mandir donation embezzlement controversy, Supreme Court on Monday asked the UP govt-constituted Special Investigation Team to submit its probe status report within a week.A bench of Chief Justice Surya Kant and Justices Joymalya Bagchi and V Mohana entertained four PILs which have sought independent and time-bound investigations into huge amounts donated by devotees being siphoned off, and audit of temple accounts by the Comptroller and Auditor General (CAG).Supreme Court seeks replies of Centre, UP government, Ram temple trustSupreme Court has sought responses from the Centre, UP govt and Ram Janmabhoomi Teerth Kshetra Trust on temple donation embezzlement controversy.The bench said since an FIR has already been registered by the SIT constituted by UP govt, “We direct the SIT to submit a probe status report to the court”. The bench posted further hearing on July 20. UP govt had set up the SIT on June 13 following a complaint from the temple trust after allegations of misappropriation of temple donations went viral.The petitioners have also sought direction to Centre, UP govt and the trust to incorporate mandatory regulatory and supervisory audit mechanism in its functioning to ensure donations are neither siphoned off nor embezzled by unscrupulous elements, which hurt the sentiments of millions of devotees.The three-member SIT, comprising Lucknow divisional commissioner Vijay Vishwas Pant, IG Kiran S and special secretary (finance) Neel Ratan, has so far arrested eight accused, who are in judicial custody.The investigation reportedly found around 70 suspicious incidents between April 27 and June 5 after reviewing CCTV footage in which staff counting the money were seen concealing bundles of cash on their person.Following the controversy, trust general secretary Champat Rai and member Anil Mishra have stepped down. Their resignations were accepted by the trust on July 6. However, political parties such as Samajwadi Party and AAP have accused the UP govt of shielding the ‘big fish’.While petitioners Narendra Kumar Goswami, Ajay Kumar Rai and Dinesh Kumar Yadav sought CBI probe and audit of temple finances by CAG, Goswami sought safekeeping of electronic evidence, including CCTV footage.The third PIL by RJD MP Sudhakar Singh sought forensic audit of the finances of the temple, managed by the trust. The government told the Supreme Court it is agreeable to introduce “comprehensive sex education” in schools/colleges NEW DELHI: The long-standing taboo around sex education is finally set to end in India, with the subject poised to become a formal part of school curriculum.The government on Monday told the Supreme Court it is agreeable to introduce “comprehensive sex education” in schools/colleges as recommended by a committee and it would be implemented once approval is received from the court.Appearing before a bench of Justices B V Nagarathna and R Mahadevan, additional solicitor general Aishwarya Bhati said government has accepted the report, which will be implemented across the country.The report has been filed in compliance with the apex court’s order to explore ways to prevent an increasing number of cases of minor pregnancy and adolescent love from being criminalised under the Pocso Act.Panel members suggest ‘child sexual abuse’ be made part of core syllabusCentral government had appointed a 26-member national expert committee headed by additional secretary, women and child development ministry, to examine issues concerning right to privacy of adolescents engaged in consensual sexual relationships, with particular reference to Pocso Act.The panel members — including experts from TISS, clinical psychologists, representative from various central ministries, state governments, NCPCR, NLSA — suggested subjects on “comprehensive sex education” and “child sexual abuse” be made part of core syllabus in schools. The panel said basic concepts of safety, body parts and hygiene; and concepts such as safe-unsafe touch may be introduced from the foundational stage. The committee has recommended NCERT develop the curriculum.The report said adolescent education should be implemented in schools and colleges in alignment with NEP- 2020. “Current adolescent education programmes, which integrate safety and security concerns with awareness on age-appropriate aspects of comprehensive sex education, may be reviewed and supplemented, as deemed fit so, as to fulfil NEP’s core principles of holistic development, critical thinking and building life skills,” it said.Appreciating the trailblazing report, senior advocates Madhavi Divan and Liz Mathew, who are assisting SC as amicus curiae, said there was need to enumerate “comprehensive sex education”. SC agreed to examine the issue and pass an appropriate order.The report suggested: “From primary school level onwards, a dedicated expert teacher should be assigned, and classes on these topics should be held mandatorily for at least 15-20 minutes, twice a week. Outlining India’s approach to global governance, Jaishankar introduced the country’s SHANTI vision NEW DELHI: India on Monday officially launched its campaign for election as a non-permanent member of the United Nations Security Council (UNSC) for the 2028-29 term, with external affairs minister S Jaishankar highlighting the country’s peacekeeping record, development partnerships and commitment to a rules-based global order.Launching the candidature at the UN headquarters in New York, Jaishankar said India’s bid comes at a time when the world is facing rising conflicts, violence and instability, making the role of the United Nations and the Security Council more important than ever.”It’s a pleasure to join you today afternoon to launch India’s candidature to serve as a non-permanent member of the United Nations Security Council for the term 2028-29. We do so at a time when the world is facing a profound paradox,” Jaishankar said.”At the same time, we are witnessing levels of conflict, violence and instability that threaten even those who may be very far away,” he added.India presents SHANTI vision for UNSC campaignOutlining India’s approach to global governance, Jaishankar introduced the country’s SHANTI vision — Securing Holistic Advancement through Norms, Trust and Integrity — as the guiding principle for its UNSC campaign.He said global peace, progress and prosperity cannot be achieved in isolation and require respect for international norms and greater trust among nations.”Recent developments have only demonstrated that peace, progress and prosperity cannot be sustained in a fragmented manner,” Jaishankar said.”The world must therefore focus on holistic advancement… That journey can only be undertaken effectively when global order is valued and rules are respected. This puts a premium on norms, on trust and integrity. That is the approach that India offers: ‘Securing Holistic Advancement through Norms, Trust and Integrity’. That is SHANTI as an acronym,” he added.Jaishankar said India’s priorities would include building a secure and equitable world, ensuring that the voice of the Global South is heard, strengthening peacekeeping operations, promoting responsible use of technology and addressing challenges such as terrorism, climate change and maritime security.”India’s focus will be on working for a secure, peaceful, and equitable world — a world where the voice of the Global South is heard in equal measure,” Jaishankar said.India’s peacekeeping record, Global South outreachMaking a case for India’s candidature, Jaishankar pointed to the country’s long-standing contribution to UN peacekeeping missions.”Peacekeeping has been a crucial element of maintenance of international peace and security since the very inception of the United Nations. India has always been in the forefront of discharging that responsibility,” he said.India has deployed nearly 300,000 personnel across about 50 UN peacekeeping missions since the organisation’s establishment, Jaishankar said. At present, around 4,300 Indian personnel are serving across 10 of the 11 active UN peacekeeping missions.He said India would continue advocating for better-equipped, technology-driven and realistically mandated peacekeeping operations while supporting the Women, Peace and Security agenda.Beyond peacekeeping, Jaishankar highlighted India’s role as a development partner, noting that Indian-funded projects are currently being implemented in 79 countries.”In a world with too many conflicts and tensions, India has consistently espoused dialogue and diplomacy. We have sought to bridge differences and find common ground. Our focus has been on mitigating the impact of these developments for the Global South,” he said.Seeks support amid changing global landscapeIf elected, India would become one of the 10 rotating non-permanent members of the UNSC, serving alongside the five permanent members — China, France, Russia, the United Kingdom and the United States.Non-permanent members are elected by the 193-member UN General Assembly and require a two-thirds majority vote.India and Tajikistan will compete for the single Asia-Pacific Group seat in the 2028-29 term, with elections scheduled for June next year.Seeking support for its candidature, Jaishankar said India’s presence at the Security Council would help strengthen decision-making through wider consultations and greater representation.”We believe that India’s presence in the Security Council will help strengthen decision-making in this vital body. We therefore seek your support for our candidacy,” he said.India has previously served as a non-permanent member of the Security Council eight times — in 1950-51, 1967-68, 1972-73, 1977-78, 1984-85, 1991-92, 2011-12 and 2021-22.The latest campaign also comes as India continues to push for wider reforms of the UNSC, arguing that the current structure, created in 1945, does not reflect today’s geopolitical realities.New Delhi has repeatedly called for expansion of both permanent and non-permanent categories of membership and has maintained that meaningful UNSC reform cannot happen without addressing the existing imbalance in decision-making power.Get the latest India news and live updates.
