Brics security conclave on Monday India is set to host a key Brics security conclave in New Delhi beginning Monday, bringing together National Security Advisers and senior security officials from member countries to discuss a range of geopolitical and emerging security challenges.The two-day meeting will be chaired by NSA Ajit Doval and is expected to serve as an important preparatory platform ahead of the Brics Summit scheduled to be held in India in September.Among the prominent participants will be Chinese foreign minister Wang Yi and Russian Security Council Secretary Sergei Shoigu. Regional security developments in South Asia, including tensions between Pakistan and Afghanistan, are also likely to come up during the deliberations.India is expected to highlight concerns relating to terrorism, particularly cross-border terror activities targeting Jammu and Kashmir from groups operating out of Pakistan.According to the Ministry of External Affairs (MEA), “During the meeting, the National Security Advisers/Heads of Delegation of BRICS member countries will exchange views on the theme ‘Non-traditional security challenges confronting the world today,” as quoted by PTI.The ministry said participants will examine evolving security risks, including challenges arising from emerging technologies and their impact on national security frameworks.The officials are also expected to assess the progress made by BRICS working groups dealing with counter-terrorism cooperation and security issues linked to information and communication technologies.India is hosting the meeting as the current chair of BRICS, a grouping that has expanded significantly in recent years. Originally comprising Brazil, Russia, India, China and South Africa, the bloc added Egypt, Ethiopia, Iran and the United Arab Emirates in 2024, while Indonesia became a member in 2025.The grouping now represents nearly half of the world’s population, about 40 per cent of global economic output and roughly a quarter of international trade, enhancing its influence in global governance discussions.The security conclave comes months after BRICS foreign ministers met in May but failed to issue a joint statement due to disagreements among members, particularly differences between Iran and the UAE over developments in West Asia. The unrest comes at an awkward moment for Pakistan, which has recently projected diplomatic influence through its involvement in regional peace efforts. Yet the turmoil in PoK is drawing attention to a different reality, one marked by public anger, political discontent and growing criticism of Islamabad’s control over the territory.What are the protests about?The current POK protests aren’t a recent development, but have grown out of the public’s sustained anger since 2023. Initially, the protests were largely over rising electricity bills, inflation, and wheat subsidies.In response, traders, lawyers, students and civil society formed the Joint Awami Action Committee (JAAC) and issued a 38‑point charter demanding subsidised flour, fair power tariffs, rollback of new taxes, curbs on official perks, and reforms in governance.Eventually, with elections in POK scheduled for July, the top of the protesters’ agenda became the demands for the abolition of 12 reserved seats in POK’s legislative assembly that are reserved for Kashmiri refugees and their descendants living in Pakistan.Division of seats in POK assemblyUnder the so-called interim constitution of POK, the regional assembly has 53 seats, and 12 of those are elected not by people living in PoK but by Kashmiri refugees settled in provinces of Pakistan.Such a legislative set-up is seen as an attempt by Islamabad to influence the so-called ‘sovereign’ decision-making process of the region, by diluting the vote of people who actually live in POK.However, while a high-level government committee had previously reached an agreement on 36 out of 38 demands by JAAC, the supreme court in POK, on June 7, said Kashmiri refugees in the regional assembly have constitutional protection and 12 seats cannot be abolished through administrative or executive measures. The government said it wasn’t a refusal to negotiate but recognition of constitutional limits.Pakistan’s provinces are made of land, not peopleBeneath the issues is a deeper grievance of resource exploitation. POK hydropower and other natural resources are systematically extracted for Pakistan’s benefit, while doing little to improve the lives of local residents.The Mangla Dam on the Jhelum River, located in Mirpur district, is a flagship multipurpose project with an installed capacity now being uprated from 1,000 MW towards 1,310 MW, feeding directly into Pakistan’s national grid. The Neelum–Jhelum Hydroelectric Project near Muzaffarabad adds a further 969 MW. Despite the contribution, the region itself suffers an energy crisis, and high electricity tariffs.According to ACAPS, around 40% of POK’s population lived below the poverty line in 2023, underlining the disconnect between resource contribution and human development.Balochistan has a similar story; it is the largest province in Pakistan, covering 44% of the landmass. According to a report by the Institute of Strategic Studies Islamabad (ISSI), major fields at Sui, Uch, Pirkoh, Loti and Zarghun still account for nearly 36% of national gas output, while the province itself consumes only about 17%, with the rest flowing to other regions. The paper notes, significant copper, gold and other mineral deposits at Saindak and Reko Diq.Yet 47% of the population falls under Poverty, compared to the national average of 28.9%. Dera Bugti which is home to the Sui gas field, one of the largest in Pakistan, often ranks among lowest in the national Human Development Index.Both Pakistan‑occupied Kashmir (PoK) and Balochistan illustrate a stark paradox: they are central to Pakistan’s resource economy, yet remain among its poorest and most sensitive regions.QuoteAccording to Ashok Sharma, geopolitical expert and Visiting Fellow at Australian Defence Force Academy, “From a strategic standpoint, these developments create challenges for Pakistan because they expose governance deficits in geographically sensitive and strategically important regions. India’s ideal position is to support the issues of democracy and human rights through diplomatic channels”, said Rajan Kumar, Professor, School of International Studies, Jawaharlal Nehru UniversityHow Pakistan controls POK while claiming it to be ‘Azaad’Besides the criterion of 12 reserved seats, Pakistan ensures its control over POK through the very foundation of its constitutional principles.On August 14, 1974, the Pakistani federal government, under then-Prime Minister Zulfiqar Ali Bhutto, enacted the Interim Constitution of Pakistan-Occupied Kashmir, which was passed by POK’s legislative assembly.It provided a formal, written legal structure to manage the disputed territory and gave Islamabad the supreme legislative and executive powers over crucial matters like defence, foreign policy, and even the currency used.Despite having its own assembly and Prime Minister, POK’s institutions are ‘hollow’.Under Article 7(3) of the interim constitution, no person or political party in POK shall be permitted to propagate against, or take part in activities prejudicial or detrimental to, the ideology of the State’s accession to Pakistan. This effectively makes all political options in POK, except support for accession to Pakistan, unlawful.Under Article 56, the government in Islamabad can dismiss any elected POK government. A system shaped in a manner that gives the upper hand to the decision‑makers in Islamabad, treating POK as a provisional entity rather than a fully empowered federal unit.However, despite being under Pakistan’s control, Pakistan-Occupied Kashmir has no representation in Pakistan’s National Assembly or Senate, so residents are subject to federal decisions, such as defence and foreign policy, without any direct say in those institutions.Peace-broker with a burning homeThe unrest in Pakistan presents a striking contradiction. While Islamabad has been projecting itself as a stable and reliable regional actor, through mediation, in the recent US-Iran peace process, it continues to grapple with deep internal instability. On Saturday, at least 7 people were killed as two bombs exploded in northwestern Pakistan.QuoteThe country faces persistent security challenges, including separatist violence in Balochistan, militant attacks in Khyber Pakhtunkhwa, and growing unrest in Pakistan-occupied Kashmir. Pawan Khera said Shashi Tharoor’s admiration for PM Modi “appears to have transcended the limitations of the physical world”. NEW DELHI: Congress leader Pawan Khera on Saturday took a sharp dig at party colleague Shashi Tharoor over his “praise” for Prime Minister Narendra Modi, saying the Lok Sabha MP’s admiration for the PM appeared to have “transcended the limitations of the physical world” and left him capable of hearing things Modi “doesn’t even say”.The jibe came after Tharoor defended Modi’s handling of concerns involving Indian civilian sailors and suggested that the Prime Minister had conveyed India’s position on the issue during his interactions with US President Donald Trump.”PM Modi made his point clear both in the public and private meetings with the President. It is important to convey the message that in wartime, civilian sailors on commercial ships should not be targets of combat. They are not soldiers, and that is the message PM Modi conveyed,” Tharoor reportedly said.Asked about the remarks at a press conference, Khera said he had not seen Tharoor’s statement. He, however, pointed out that the official India-US joint statement made no mention of the deaths of three Indian sailors in the Gulf of Oman, any challenge to Trump’s repeated claims about halting Operation Sindoor, or the attack on the Iranian frigate IRIS Dena.Responding on X, Tharoor said he was surprised that his remarks had sparked a political controversy.”Frankly, I find it extraordinary that a statement about protecting Indian civilian sailors is being twisted into a partisan political controversy. Three Indians lost their lives. My remarks were about the safety of our citizens and the principle that civilian seafarers should never be targets of military action.”He added, “If some people are more interested in scoring political points than addressing that concern, that says more about them than it does about me.””Concern for Indian lives should unite us, not divide us,” the former Union minister asserted.Khera later escalated his criticism by sharing a clip of his press conference on X.”My senior colleague Dr Shashi Tharoor’s admiration for PM Modi appears to have transcended the limitations of the physical world. He now seems capable of hearing what Modi doesn’t even say.”Referring to the Ministry of External Affairs’ readout of the Modi-Trump meeting on the sidelines of the G7 summit, Khera said there was no mention of the “cold-blooded killing” of three Indian sailors by the United States in the Gulf of Oman.”This was the first Modi-Trump meeting after Operation Sindoor, yet there is no indication that Modi challenged Trump’s repeated claim — now made over 120 times — that he secured a ceasefire by threatening India with trade consequences,” Khera said.He also noted that there was no reference to the attack on the Iranian frigate IRIS Dena, which had participated in MILAN-2026.”And yet, Tharoor ji somehow heard forceful assertions, robust pushback, and uncompromising diplomacy that never made it into the official record. Perhaps the rest of us are constrained by ordinary human senses. For devotees of the ‘Maha-Maanav Modi’, the less he says, the more they hear,” Khera said.The BJP also weighed in on the controversy, with national spokesperson Shehzad Poonawalla claiming that Tharoor’s remarks were at odds with Congress leader Rahul Gandhi’s position.”It is embarrassing. Dr Shashi Tharoor contradicted Rahul Gandhi’s stand on the same issue, saying Prime Minister Modi articulated India’s position on the sailors’ issue very forcefully before President Trump and conveyed the country’s stance effectively,” Poonawalla said in a video statement.He further claimed, “Not just that, Tharoor has effusively praised Prime Minister Modi’s vision, articulation, dynamism and oratory. Pawan Khera said Shashi Tharoor’s admiration for PM Modi “appears to have transcended the limitations of the physical world”. NEW DELHI: Congress leader Pawan Khera on Saturday took a sharp dig at party colleague Shashi Tharoor over his “praise” for Prime Minister Narendra Modi, saying the Lok Sabha MP’s admiration for the PM appeared to have “transcended the limitations of the physical world” and left him capable of hearing things Modi “doesn’t even say”.The jibe came after Tharoor defended Modi’s handling of concerns involving Indian civilian sailors and suggested that the Prime Minister had conveyed India’s position on the issue during his interactions with US President Donald Trump.”PM Modi made his point clear both in the public and private meetings with the President. It is important to convey the message that in wartime, civilian sailors on commercial ships should not be targets of combat. They are not soldiers, and that is the message PM Modi conveyed,” Tharoor reportedly said.Asked about the remarks at a press conference, Khera said he had not seen Tharoor’s statement. He, however, pointed out that the official India-US joint statement made no mention of the deaths of three Indian sailors in the Gulf of Oman, any challenge to Trump’s repeated claims about halting Operation Sindoor, or the attack on the Iranian frigate IRIS Dena.Responding on X, Tharoor said he was surprised that his remarks had sparked a political controversy.”Frankly, I find it extraordinary that a statement about protecting Indian civilian sailors is being twisted into a partisan political controversy. Three Indians lost their lives. My remarks were about the safety of our citizens and the principle that civilian seafarers should never be targets of military action.”He added, “If some people are more interested in scoring political points than addressing that concern, that says more about them than it does about me.””Concern for Indian lives should unite us, not divide us,” the former Union minister asserted.Khera later escalated his criticism by sharing a clip of his press conference on X.”My senior colleague Dr Shashi Tharoor’s admiration for PM Modi appears to have transcended the limitations of the physical world. He now seems capable of hearing what Modi doesn’t even say.”Referring to the Ministry of External Affairs’ readout of the Modi-Trump meeting on the sidelines of the G7 summit, Khera said there was no mention of the “cold-blooded killing” of three Indian sailors by the United States in the Gulf of Oman.”This was the first Modi-Trump meeting after Operation Sindoor, yet there is no indication that Modi challenged Trump’s repeated claim — now made over 120 times — that he secured a ceasefire by threatening India with trade consequences,” Khera said.He also noted that there was no reference to the attack on the Iranian frigate IRIS Dena, which had participated in MILAN-2026.”And yet, Tharoor ji somehow heard forceful assertions, robust pushback, and uncompromising diplomacy that never made it into the official record. For devotees of the ‘Maha-Maanav Modi’, the less he says, the more they hear,” Khera said.The BJP also weighed in on the controversy, with national spokesperson Shehzad Poonawalla claiming that Tharoor’s remarks were at odds with Congress leader Rahul Gandhi’s position.”It is embarrassing. Dr Shashi Tharoor contradicted Rahul Gandhi’s stand on the same issue, saying Prime Minister Modi articulated India’s position on the sailors’ issue very forcefully before President Trump and conveyed the country’s stance effectively,” Poonawalla said in a video statement.He further claimed, “Not just that, Tharoor has effusively praised Prime Minister Modi’s vision, articulation, dynamism and oratory.
