Rajya Sabha NEW DELHI: The BJP-led NDA has moved closer to consolidating its position in the Rajya Sabha after winning 19 of the 26 seats decided in the latest round of elections. The Congress-led INDIA bloc secured six seats, while Mizoram’s Zoram People’s Movement (ZPM) won one.The latest results have taken the NDA’s strength in the Rajya Sabha to 150 members, up from 148 earlier. The alliance is now 13 seats short of the two-thirds majority mark of 163 in the 245-member House.The NDA’s gains came after NDA-backed independent candidate Parimal Nathwani pulled off a surprise victory in Jharkhand with the help of cross-voting. Nathwani won one of the state’s two Rajya Sabha seats despite the INDIA bloc holding a comfortable majority in the state assembly. The other seat was won by JMM candidate Baidyanath Ram.In Mizoram, ruling ZPM candidate K Laltluangkima won the lone Rajya Sabha seat, giving the regional party its first-ever representation in the Upper House.Most of the seats had already been decided on June 11, when 24 candidates from eight states were elected unopposed. If the ruling NDA alliance wins all three resulting bypolls in West Bengal, its tally will rise from 150 to 153, leaving it just 10 seats short of the two-thirds mark.Weeks ago, the NDA’s strength in the Rajya Sabha received a major boost after a split in the AAP, with Raghav Chadha leading a rebellion against Arvind Kejriwal’s leadership and bringing seven Upper House MPs into the NDA fold.These developments have reduced the effective strength of the INDIA bloc in the Upper House. The opposition alliance currently has around 64 MPs, while several regional parties continue to hold the balance of power.However, the NDA’s path to a two-thirds majority is not guaranteed. Later this year, the terms of 10 Rajya Sabha members from Uttar Pradesh will end, and the Samajwadi Party could gain seats because of its improved strength in the state assembly.Regional parties such as YSRCP and BJD, with seven and six MPs respectively, could also play a key role in future voting on major legislation.For the NDA, the immediate focus remains the Rajya Sabha. Nagpur: Maharashtra chief minister Devendra Fadnavis on Monday defended proposed amendments to Foreign Contribution (Regulation) Act (FCRA), alleging that a section of organizations receiving foreign funds had used the money for “anti-national activities” and that the changes were intended to curb such misuse rather than target any particular community.Responding to criticism from Congress, which has described the proposed amendments as “anti-Christian”, he said FCRA framework applies uniformly to every organisation receiving foreign contributions, irrespective of religion or community.”The reason for bringing the FCRA amendments is that some organisations have been bringing foreign money into the country and using it for anti-national activities. That has to stop,” Fadnavis said.”Those who are doing good work have nothing to worry about. There will be an FCRA mechanism and their licences will be protected,” he said.Rejecting the allegation that the amendments specifically target Christian organizations, Fadnavis said the law governs all entities receiving foreign donations.”This is not a question of one community. It is applicable to every organization that receives foreign donations, irrespective of its community,” he said.Fadnavis said anyone with reservations about the proposed legislation should raise them during the parliamentary process, adding that Union govt was open to hearing different views.”I believe that if anyone has objections, they should raise them in Parliament. Nagpur: Maharashtra chief minister Devendra Fadnavis on Monday defended proposed amendments to Foreign Contribution (Regulation) Act (FCRA), alleging that a section of organizations receiving foreign funds had used the money for “anti-national activities” and that the changes were intended to curb such misuse rather than target any particular community.Responding to criticism from Congress, which has described the proposed amendments as “anti-Christian”, he said FCRA framework applies uniformly to every organisation receiving foreign contributions, irrespective of religion or community.”The reason for bringing the FCRA amendments is that some organisations have been bringing foreign money into the country and using it for anti-national activities. That has to stop,” Fadnavis said.”Those who are doing good work have nothing to worry about. There will be an FCRA mechanism and their licences will be protected,” he said.Rejecting the allegation that the amendments specifically target Christian organizations, Fadnavis said the law governs all entities receiving foreign donations.”This is not a question of one community. It is applicable to every organization that receives foreign donations, irrespective of its community,” he said.Fadnavis said anyone with reservations about the proposed legislation should raise them during the parliamentary process, adding that Union govt was open to hearing different views.”I believe that if anyone has objections, they should raise them in Parliament. Ladakh has planned to introduce guided wildlife safaris on popular snow leopard and bird-watching trails. SRINAGAR: A safari car can roll past a rhino in Kaziranga. In Ranthambore, it can track a tiger. Put that car in Ladakh. For its elusive snow leopards — masters of camouflage in a landscape where survival depends on staying unseen — the question is whether tourism can get close enough to see them without making them disappear for good.Ladakh has planned to introduce guided wildlife safaris on popular snow leopard and bird-watching trails, triggering warnings from conservationists that turning a fragile high-altitude wilderness into a tourist circuit could disturb wildlife, commercialise off-roading and open the door to roads, eateries and other tourism infrastructure.“You cannot see a snow leopard from a jeep unless you do something illegal like placing bait or a sheep to lure it,” said Dr MK Ranjitsinh, emeritus member of Wildlife Trust of India, who has spent nearly 50 years shaping conservation strategies and played a key role in framing the Wildlife (Protection) Act of 1972 and Project Tiger.“Kaziranga is not Ladakh and Ranthambore is not Ladakh. The ecology is completely different,” he added.In Ladakh’s open valleys, vehicles can be visible from miles away. Vegetation is concentrated along valley bottoms, drawing animals there to feed and drink. “Are you taking a safari there?” he asked.Ladakh is home to 477 of India’s estimated 718 snow leopards — the country’s largest population. It also supports more than 38 mammal species, 340 bird species and 1,800 vascular plant species. But spotting a snow leopard is a needle-in-a-haystack affair. Its thick, mottled coat melts into rocky slopes, while steep, remote terrain gives it a vast natural advantage.The Ladakh govt spokesperson said lieutenant governor Vinai Kumar Saxena has directed the forest department to introduce guided safaris modelled on national parks such as Kaziranga and Ranthambore, using specially designed open-back vehicles operated by trained local drivers and guides. According to govt, the move is aimed at preventing illegal off-roading and disturbance of wildlife.The plan was cleared at the first governing body meeting of Snow Leopard and High-Altitude Nature Conservation Society, chaired by Saxena. Forest officials have been asked to explore routes across Hemis national park, Changthang and Karakoram wildlife sanctuaries, besides Nubra, Zanskar, Sham, Kargil and Drass.Ranjitsinh fears a different road ahead. “Wildlife safari may be good in principle but in practice it could be a disaster,” he said, warning that tourism and hotel lobbies could eventually overwhelm govt controls. “There will be demands for more roads, eating places and other infrastructure.
