NEW DELHI: Veteran leader P Chidambaram on Friday hit out at his own party’s government in Karnataka after home minsiter G Parameshwara’s called for demolition of structures constructed using money from drug peddling in the state.In a social media post on X, Chidambaram said that Congress is against “bulldozer justice” and asked the Karnataka government not to go on the “illegal path” opposing the Supreme Court’s view on demolition of houses.”I am alarmed by the reported statement of Karnataka’s home minister that bulldozers may be used to demolish the homes of drug peddlers. I hope the report is wrong. The SC has declared the law: demolishing homes without due process of law is illegal and will violate the fundamental and human rights of other members of the family to a shelter,” former Union minister said.”Besides, the Congress Party’s view is that ‘bulldozer justice’ as practised in UP is wrong, illegal and unjust. Let not a Congress-governed state like Karnataka go down the illegal path of UP,” he added.This comes after G Parameshwar, in the state legislative council, said that the government will demolish the structures constructed using money from drug peddling.Responding to Congress MLC K Abdul Jabbar’s question on the growing drug menace in Bengaluru, Davangere and coastal districts, the home minister detailed the extensive enforcement measures initiated since the Congress government assumed office.”Many foreign students from African countries have come to Karnataka. They are into the drug business. The road transport ministry has issued new guidelines emphasizing that authorities must take full responsibility for road tunnel projects, from inception to completion. These guidelines mandate weekly risk management meetings and a live risk register, ensuring accountability for mitigation measures.  NEW DELHI: Authorities must take responsibility for every stage of a project, the road transport ministry said in its ‘Guidelines for Prevention and Mitigation of Road Tunnel Collapses’ issued on Thursday, amid a trend of highway authorities finding easy escape for such mishaps by passing the blame on contractors and consultants.As per the guidelines, the project in-charge must attend weekly risk management meetings with key project stakeholders. “The risk register shall remain a live document, regularly updated to ensure top risks are discussed and mitigation measures are implemented. Each identified risk shall have a designated person responsible for mitigation,” the document said.Specifying that authorities concerned must have ownership, the guidelines said hired agencies such as DPR consultants, contractors and authority engineers or independent engineers are distinct entities with specific and time-bound roles. “Authorities must ensure optimal performance from these entities to achieve project goals,” it said.To ensure safety and structural integrity of tunnel projects, the ministry said at the time of alignment survey, geological maps and national landslide susceptibility mapping published by the Geological Survey of India (GSI) must be consulted. NEW DELHI: A 43-year-old man was stabbed to death and another was injured after a late-night altercation with two youngsters in outer Delhi’s Mangolpuri, police said on Friday. The incident occurred around 1 am, and police were alerted after Sanjay Gandhi Memorial Hospital reported that one person had been brought dead and another injured.The deceased, identified as Sanjay Singh, lived in Mangolpuri and had a single stab wound to the chest. Police said he was unmarried, unemployed, and lived with his siblings after the death of his parents. The injured man, Anil, 45, who is also from the same locality, sustained a stab injury on the right side of his abdomen. He was operated on and is now stable, according to a senior police officer.According to the initial investigation, both men were in an inebriated state and sitting by the roadside when a van stopped nearby. Two young men stepped out of the vehicle, and a brief argument followed. Police said the assailants allegedly stabbed both victims during the quarrel.“All accused have been identified and apprehended. They have confessed to the crime, and the weapon of offence has been recovered,” the officer said.Police added that both sides had consumed alcohol before the altercation. A fatal late-night dispute in Delhi’s Mangolpuri has left one man dead and another injured. Police report that two youngsters allegedly stabbed Sanjay Singh, 43, and Anil, 45, following an argument while both victims were inebriated. The accused have been apprehended and confessed, with the weapon recovered. Investigations are ongoing. . NEW DELHI: A 43-year-old man was stabbed to death and another was injured after a late-night altercation with two youngsters in outer Delhi’s Mangolpuri, police said on Friday. The incident occurred around 1 am, and police were alerted after Sanjay Gandhi Memorial Hospital reported that one person had been brought dead and another injured.The deceased, identified as Sanjay Singh, lived in Mangolpuri and had a single stab wound to the chest. Police said he was unmarried, unemployed, and lived with his siblings after the death of his parents. The injured man, Anil, 45, who is also from the same locality, sustained a stab injury on the right side of his abdomen. He was operated on and is now stable, according to a senior police officer.According to the initial investigation, both men were in an inebriated state and sitting by the roadside when a van stopped nearby. Two young men stepped out of the vehicle, and a brief argument followed. Police said the assailants allegedly stabbed both victims during the quarrel.“All accused have been identified and apprehended. They have confessed to the crime, and the weapon of offence has been recovered,” the officer said.Police added that both sides had consumed alcohol before the altercation. The government has launched CoalSETU, a new policy for long-term coal linkage auctions, opening doors for any industrial buyer beyond specified sectors. NEW DELHI: In a fresh push to reform the coal sector, the cabinet committee on economic affairs (CCEA) on Friday approved a CoalSETU policy, a dedicated window for long-term auction of coal linkages for any industrial use and exports.The new ‘CoalSETU window’ (Policy for Auction of Coal Linkage for Seamless, Efficient and Transparent Utilisation) will be added to the existing 2016 linkage auction policy for the non-regulated sector (NRS).Unlike the current system, where coal linkages are auctioned only to specified end users such as cement, steel, sponge iron and aluminium plants, the new window will allow any domestic industrial buyer to bid for coal linkages. Coking coal will, however, not be offered under this system, and traders will also be barred from participating to prevent market distortion.Officials said the move aims at simplifying procedures, boost ease of doing business and ensure faster utilisation of India’s coal reserves at a time when the country is working to cut dependence on imports. It also aligns with the wider opening up of the coal sector for commercial mining, where end-use restrictions had already been removed.The existing linkage auctions for specified sectors will continue, but these industries may also participate in the new CoalSETU window. The fuel supply agreements can be signed for a tenure of up to 15 years, and flexible use of coal linkages among group companies has also been allowed.Commercial mining of coal was launched in 2020, which significantly improved domestic coal availability. India crossed the landmark of one billion tonnes of coal production in a single year for the first time in 2024–25. Officials said coal imports in 2024–25 also fell 8%, resulting in forex savings of Rs 60,700 crore. Officials said coal stocks at domestic power plants were at a record high.Under the policy, coal obtained through this window can be used for own consumption, export (up to 50% of the allotted quantity), coal washing or by group companies. Resale within the country will not be allowed.
