The CJI invoked the contributions of Babasaheb Ambedkar to encourage students to be socially engaged.At the HC complex ceremony, the CJI said it was his last visit to the state before demitting the top judicial post on Nov 24, and noted he was satisfied with the judicial infrastructure in his home state. “I was reluctant to be part of this event. But now I am experiencing gratitude that, as a judge who once discharged his duties in Bombay HC, I am ending my tenure with laying the foundation stone of the best court building in the entire country. Multiple agencies, including ED and CBI, were probing alleged payments of kickbacks of more than Rs 500 crore involving former Chhattisgarh CM and Congress leader Bhupesh Baghel. Uppal was recently released from Dubai police’s custody despite the extradition request pending since Dec 2023, when he was arrested on an Interpol Red Corner Notice. ED seeks MEA help to take up Uppal’s release ‘at the highest diplomatic level’ India has an extradition treaty with the UAE, and in the past, the latter had extradited high-profile accused, including British national Christian Michel, an arms dealer, held in the AgustaWestland VVIP chopper ‘scam’.India had sent the extradition request “duly transmitted through official diplomatic channels” after Dubai police informed New Delhi of Uppal’s arrest in Dec 2023, sources said. “Despite timely submission and verifiable proof of delivery, UAE authorities later claimed that no extradition request had been received and released the accused. This assertion contradicts the documentation available with the Indian side,” a source said.While Enforcement Directorate (ED) has sought the ministry of external affairs (MEA) help to take up the matter “at the highest diplomatic level” to ensure adherence to treaty commitments by the UAE, officials here are perplexed by the manner in which such a high-profile accused has been allowed to disappear from custody despite a formal request for extradition pending and the Interpol’s Red Corner Notice still active.UAE authorities have also not informed India about Uppal’s destination, which country he has travelled to while leaving the UAE. “MEA guidelines on extradition procedures clearly state that a formal extradition request must be submitted within 45 to 60 days from the date of provisional arrest, and even if the fugitive is released, it does not preclude re-arrest and extradition once the request is received,” a senior official said. Sourabh Chandrakar, who like Ravi Uppal is a promoter of the syndicate, is also under detention based on a similar Red Corner Notice. Photo/Agencies NEW DELHI: NDA is banking on its reinforced alliance and the appeal of its welfare measures in regions going to polls in Bihar on Thursday to turn the tide in its favour in areas where the Mahagathbandhan (MGB) had edged past it in the last assembly election.In 2020, RJD-led opposition had won 61 of the 121 seats that go to polls in the first phase, against NDA’s 59, performing strongly in Shahabad region and key districts such as Patna, Bhojpur, Saran and Siwan.Back then, Chirag Paswan’s Lok Janshakti Party and Upendra Kushwaha, who headed RLSP, had fought separately, helping MGB gain ground in several constituencies, including Begusarai and Buxar. With both Paswan and Kushwaha back in NDA, alliance netas now believe their social coalition has been significantly strengthened. They are also counting on the impact of the govt’s welfare initiatives – notably the Rs 10,000 cash transfer to over 1.3 crore women – to sway the voters.In 50 seats across Patna, Bhojpur, Buxar, Saran, Siwan and Begusarai, MGB had bagged 35 in 2020. This is true even among sections of Muslims, a community traditionally opposed to BJP, the CM’s primary ally in the state.”Although I will vote for RJD, you won’t find people speaking against Nitish even after four full terms,” said Sabbu Mirza at Madarsa Chawk in Muzaffarpur’s Kurhani constituency. “Nitish is not the leader of one caste. He has a mass base and that is his appeal,” said his uncle Muhammad Amanullah, who is also a JD(U) post-holder at panchayat level. Numerically, Nitish’s caste, Kurmis are around 3% of the state’s population, much smaller than the over 14% Yadavs and around 18% Muslims. He is, however, popular among castes that are outside of politicised blocs perceived as committed to one party or the other, like 10% Hindu upper castes, over 4% Kushwaha, more than 5% Paswans, over 3% Musahars and 2.6% Mallahs.”He is the leader of everyone else, and that’s why I will vote for him and will try to convince others to do the same,” added Amanullah. “Unlike Uttar Pradesh, Muslims in Bihar are much better off. There is no fear of lynching or bulldozers,” he said. Both agreed Prashant Kishor will emerge as a serious contender in the next election. “Some people tried to damage the state’s social fabric but Nitish managed to hold it together. Now people realise that Hindus and Muslims do business with each other. Market is a great equaliser and hunger ultimately overrides ideology,” Sabbu Mirza concluded on a philosophical note. “The voter fatigue with Nitish was evident back in Feb when I visited the state. His health was under opposition scrutiny and Tejashwi appeared to be emerging as his successor in Mandal (OBC and EBC) politics,” said senior journalist Ajeet Dwivedi, who has covered Bihar’s politics for decades. “The new schemes, however, have turned the tide. Now, the anti-incumbency is invisible. Starting from pensions for widows, elderly, and differently abled, to doubling salaries for school night guards and PT teachers and giving Rs 10,000 to around a crore women, all this has helped him,” he said. “The bar for governance was set so low in the Lalu years that even modest progress feels remarkable,” he added.”BJP needs him (Nitish) for his EBC and OBC votes,” said Ashok Kumar Akela at Nur Mohammad Chak in nearby Mahua constituency. Akela runs a hatchery and writes plays that are staged in his village. “BJP’s politics starts with Ali and ends at Bajrang Bali and, in Bihar, this mostly appeals to the upper caste voters. Among OBCs, EBCs and SC/STs, castes with significant populations have their own netas. Nitish is the head of numerically smaller castes and BJP can only get these votes if he leads the alliance,” he said.”Who wants to see Yadavs and what have we done?” said Dharamveer Kumar, himself a Yadav, who was sitting outside a restaurant in Mustafapur in Mahua constituency. It’s a very difficult fight here, almost six-sided, but hopefully Yadavs and Muslims will pull it, and RJD will win, he said. Which side the numerically smaller castes would back was difficult to predict, he felt. “You know what an ex-CM (Lalu) said in an election speech. If I make the roads better, then people will die in accidents. If I give electricity, then people will die because of the current,” said Arun Shahi in Minapur constituency, further north. “Sheohar is about 30km from here and it used to take five hours to reach, and now it takes less than an hour. Obviously, Nitish has made these roads.” Yet, he said he votes for Nitish only because of Modi. At Raghavpur in the same constituency, Shankar Sahani, who is from the fisherman caste, core base of Mukesh Sahani’s VIP, said he would vote for Nitish. “He keeps his promise,” he said. “I get the elderly pension and free electricity. I will vote for Nitish.”Probably, Nitish’s political longevity lies in the approval of Shankar Sahani. It is a politics of modest gain and even more modest expectations as the bars were set quite low in the near 70 years (he didn’t remember his exact age) that he had lived in his village. Photo/Agencies MUZAFFARPUR: While predicting the outcome of elections is tricky, one trend stands out across constituencies in Bihar – there is little sign of anger or voter fatigue with Nitish Kumar’s two decades in office. This is true even among sections of Muslims, a community traditionally opposed to BJP, the CM’s primary ally in the state.”Although I will vote for RJD, you won’t find people speaking against Nitish even after four full terms,” said Sabbu Mirza at Madarsa Chawk in Muzaffarpur’s Kurhani constituency. “Nitish is not the leader of one caste. He has a mass base and that is his appeal,” said his uncle Muhammad Amanullah, who is also a JD(U) post-holder at panchayat level. Numerically, Nitish’s caste, Kurmis are around 3% of the state’s population, much smaller than the over 14% Yadavs and around 18% Muslims. He is, however, popular among castes that are outside of politicised blocs perceived as committed to one party or the other, like 10% Hindu upper castes, over 4% Kushwaha, more than 5% Paswans, over 3% Musahars and 2.6% Mallahs.”He is the leader of everyone else, and that’s why I will vote for him and will try to convince others to do the same,” added Amanullah. “Unlike Uttar Pradesh, Muslims in Bihar are much better off. There is no fear of lynching or bulldozers,” he said. Both agreed Prashant Kishor will emerge as a serious contender in the next election. “Some people tried to damage the state’s social fabric but Nitish managed to hold it together. Now people realise that Hindus and Muslims do business with each other. Market is a great equaliser and hunger ultimately overrides ideology,” Sabbu Mirza concluded on a philosophical note. “The voter fatigue with Nitish was evident back in Feb when I visited the state. His health was under opposition scrutiny and Tejashwi appeared to be emerging as his successor in Mandal (OBC and EBC) politics,” said senior journalist Ajeet Dwivedi, who has covered Bihar’s politics for decades. “The new schemes, however, have turned the tide. Now, the anti-incumbency is invisible. Starting from pensions for widows, elderly, and differently abled, to doubling salaries for school night guards and PT teachers and giving Rs 10,000 to around a crore women, all this has helped him,” he said. “The bar for governance was set so low in the Lalu years that even modest progress feels remarkable,” he added.”BJP needs him (Nitish) for his EBC and OBC votes,” said Ashok Kumar Akela at Nur Mohammad Chak in nearby Mahua constituency. Akela runs a hatchery and writes plays that are staged in his village. “BJP’s politics starts with Ali and ends at Bajrang Bali and, in Bihar, this mostly appeals to the upper caste voters. Among OBCs, EBCs and SC/STs, castes with significant populations have their own netas. Nitish is the head of numerically smaller castes and BJP can only get these votes if he leads the alliance,” he said.”Who wants to see Yadavs and what have we done?” said Dharamveer Kumar, himself a Yadav, who was sitting outside a restaurant in Mustafapur in Mahua constituency. It’s a very difficult fight here, almost six-sided, but hopefully Yadavs and Muslims will pull it, and RJD will win, he said. Which side the numerically smaller castes would back was difficult to predict, he felt. “You know what an ex-CM (Lalu) said in an election speech. If I make the roads better, then people will die in accidents. If I give electricity, then people will die because of the current,” said Arun Shahi in Minapur constituency, further north. “Sheohar is about 30km from here and it used to take five hours to reach, and now it takes less than an hour. Obviously, Nitish has made these roads.” Yet, he said he votes for Nitish only because of Modi. At Raghavpur in the same constituency, Shankar Sahani, who is from the fisherman caste, core base of Mukesh Sahani’s VIP, said he would vote for Nitish. “He keeps his promise,” he said. “I get the elderly pension and free electricity. I will vote for Nitish.”Probably, Nitish’s political longevity lies in the approval of Shankar Sahani. It is a politics of modest gain and even more modest expectations as the bars were set quite low in the near 70 years (he didn’t remember his exact age) that he had lived in his village. The rise of Lalu Prasad Yadav in the post-Mandal decade reconfigured the social base with OBC consolidation, and new caste mobilisations shifted the centre of gravity. By 1990, Congress had fallen to 71 seats, and Lalu’s Janata Dal had come to power.When Lalu formed the Rashtriya Janata Dal (RJD) in 1997, the shift became permanent. The party inherited Congress’s Yadav–Muslim core, organisational networks, and district-level nodes. By the 2020 election, RJD was the single largest party with 75 seats, while Congress was reduced to 19 seats, struggling to hold even pockets it once dominated.Rahul’s line carried more than one messageRahul’s rhetoric targeted the BJP by casting Modi as performative and aligned with corporate power. But it also subtly differentiated Congress from its ally. Acting on student representations, the ministry of education directed the vice chancellor to withdraw the affidavit requirement and announced that the Centre will issue a new notification regarding the governance structure after further consultations.The affidavit had sought a sworn declaration from students that they would abide by university rules, refrain from protests, and accept institutional decisions without challenge. Student unions strongly opposed the directive, calling it coercive and contrary to the university’s democratic traditions. The move sparked protests and appeals to the ministry for intervention.Following the meeting, the ministry said an amicable solution had been reached, describing it as a collaborative and responsive approach to student concerns. Panjab University NEW DELHI: The Centre on Tuesday stepped in to resolve the dispute between Panjab University students and the administration over a controversial affidavit required for academic registration and the recent notification on changes to the university’s governance structure. Acting on student representations, the ministry of education directed the vice chancellor to withdraw the affidavit requirement and announced that the Centre will issue a new notification regarding the governance structure after further consultations.The affidavit had sought a sworn declaration from students that they would abide by university rules, refrain from protests, and accept institutional decisions without challenge. Student unions strongly opposed the directive, calling it coercive and contrary to the university’s democratic traditions. The move sparked protests and appeals to the ministry for intervention.Following the meeting, the ministry said an amicable solution had been reached, describing it as a collaborative and responsive approach to student concerns. Officials confirmed that the demand for additional girls’ hostel facilities would also be considered positively, ensuring that immediate academic and welfare issues are addressed.The ministry reaffirmed that the Centre’s governance notification will now take effect only after the issuance of a new one, to be framed after detailed consultation with all stakeholders. It also assured continued financial and administrative support to ensure the university’s smooth functioning.The governance notification issued recently by the Centre proposed restructuring Panjab University’s Senate and Syndicate into smaller, largely nominated bodies to improve efficiency and academic focus. While the move was in line with recommendations made by the UGC, NAAC, and other review committees, it drew sharp reactions from teachers and students who viewed it as a dilution of the university’s representative and democratic character.Reiterating its faith in Panjab University’s democratic ethos, the ministry of education said all decisions concerning the institution will uphold inclusivity, transparency, and academic integrity in line with the vision of the National Education Policy (NEP) 2020. The body was found buried beneath the kitchen floor of his own home.The victim, 35-year-old Samir Ansari, had been missing for almost a year before police made the shocking discovery on Tuesday night.Acting on a tip-off, the Ahmedabad crime branch found bones and other remains buried beneath the kitchen floor of his locked house in Sarkhej.Deputy commissioner of police (Crime) Ajit Rajian said that Ansari’s wife, Ruby, who is currently absconding, conspired with her alleged lover Imran Vaghela and two of his relatives, Rahim and Mohsin, to kill him. “While Vaghela, who lives in the same area, has been arrested, Ruby along with two relatives of Vaghela — Rahim and Mohsin — are still absconding,” Rajian confirmed. He added that the recovered remains have been sent for forensic and DNA analysis.According to police, Ruby and Imran allegedly plotted the murder after Ansari began confronting her over her extramarital affair. “Vaghela claimed Ruby hatched the plan to kill Ansari because he used to thrash her after learning about her extramarital affair and she saw him as an obstacle in her illicit relationship,” said DCP Rajian.Investigators said that on the night of the murder, Imran slit Ansari’s throat with Ruby’s help. The accused then dismembered the body, buried it inside a pit dug in the kitchen and sealed it with cement and tiles to erase all visible traces.For months, Ruby continued to live in the same house with her two children before eventually moving out, telling neighbours that her husband had gone to another city for work.Ansari, originally from Bihar, had moved to Ahmedabad in 2016 after his love marriage with Ruby. He worked as a mason to support his family.Police said the case came to light three months ago after a local tip-off revealed Ansari’s prolonged absence. During questioning, Imran reportedly broke down and confessed to the murder.A crime branch team, accompanied by an executive magistrate, exhumed the remains from the cemented kitchen floor on Tuesday night.
